
Recent trends of manpower and human resources in the social welfare sector have drawn NGOs’ concern over retention of existing practitioners as well as future leadership of the sector. Coupled with the increased pressure to adapt quickly to evolving service needs with limited resources, NGOs and the sector face many challenges to maintain quality service delivery, organisational management as well as governance.
In light of these challenges and the changing talent development needs of the sector, The Council has partnered with The Hong Kong Jockey Club Charities Trust to launch the “JC InnoPower Social Welfare Fellowship(the “Programme”) in early 2024. The Programme is a 12-month journey comprising around 30 days of Leadership Development over the first 6 months, followed by the design and implementation of a Staff Development Fund Project in the ensuing 6 months. Its aim is to broaden the exposure of senior management in the social welfare sector and develop their adaptive leadership and system mindset for enhanced organisation capacities and a sustainable ecosystem, while building a Community of Practice.
The third cohort of the Programme will open for application in late January 2026. You are now cordially invited to the upcoming “JC InnoPower Social Welfare Fellowship” Info Session held on Thursday, 8 January 2026 (1600 – 1730) at Duke of Windsor Social Service Building, Wanchai. This will be an opportunity to learn how the Programme enhances leadership skills, promotes organisation’s capacity in responding challenges, and helps identify and nurture talent both within and beyond organisations. Each organisation can nominate up to 2 representatives to join the Info Session.

Since application for the Programme is on organisational basis, the online registration form for the Info Session includes questions related to organisational development and is expected to be completed by the Agency Head or a designated representative.
