Agency Member Procurement Benefits Platform
HKCSS brings together over 500 Agency Members, operating more than 4,500 service units. This vast collective strength is not just a number—it’s a powerful economic community. To help agencies break through resource constraints and enhance cost efficiency, we have launched the “Agency Member Procurement Benefits Platform”, showcasing exclusive offers and collective procurement opportunities so every agency.
Exclusive Benefits Schemes
HKCSS collaborates with quality suppliers to provide Agency Members with exclusive discounts and value-added services. We adopt a two-tier procurement benefits mechanism:
- First tier: Exclusive benefits schemes applicable to all Agency Members, where suppliers offer dedicated discounts (at least 5% off) and value-added services to gauge agencies’ responses to products and suppliers;
- Second tier: Collective procurement schemes: If responses to the first tier are positive and conditions for collective procurement are met, HKCSS will consult with Agency Members to formulate tender requirements and conduct collective tendering through a committee to further reduce costs.
Priority Procurement Categories
The platform prioritizes the following categories based on agencies’ daily operational needs:
- Supplies: office furniture and equipment, office electronics and appliances, fuel, office and administrative supplies, food, medical consumables;
- Professional services: Marketing and promotion, office support services (e.g., banking and accounting services, minor renovations, cleaning, IT support, etc.).

We invite Agency Members to introduce quality suppliers which Agency Members partnered with to proliferate the benefit to more agencies.
