We are pleased to invite small-to-medium NGOs and social enterprises (SEs) to apply for the new “Customized Support for Small-to-Medium NGOs/SEs” program. Designed to reinforce organizational governance frameworks and enhance operational resilience, this initiative provides one year of tailored governance support to address core development needs, including board effectiveness, succession planning, policy formulation, and the establishment of governance committees.

Due to limited capacity, the review committee will evaluate applications based on the organizational governance profile, board composition, key governance challenges, and anticipated strategic shifts outlined in the submission. Selected participants must demonstrate institutional commitment and actively engage in the program’s assessments, consultations, and training modules.

Details are as follows:

Quota: 5 small-to-medium NGOs / SEs

Eligibility:

i) Small-to-Medium NGOs: Annual expenditure for the previous financial year must not exceed HKD 10 million.

ii) SEs that are:

• Listed on the Social Enterprise Directory (SED) managed by the HKCSS; or
• Accredited under the Social Enterprise Endorsement (SEE) Mark administered by the Hong Kong General Chamber of Social Enterprises (HKGCSE); or
  
• SEs with Tree Mark; or
• Previously or currently supported by the government’s SE funding schemes, such as The Social Innovation and Entrepreneurship Development Fund (SIE Fund), Enhancing Self-Reliance Through District Partnership Programme (ESR) and Enhancing Employment of People with Disabilities through Small Enterprise Project (3E)

This initiative is launched under the “Diverse Governance For Empowerment 2.0” project, organized by the Hong Kong Council of Social Service (HKCSS) and funded by the HKEX Foundation. The overarching project aims to support NGOs and social enterprises in enriching board diversity and cultivating adaptable governance structures to thrive in dynamic environments. By bridging the social and corporate sectors to promote stakeholder synergy, the project facilitates long-term sustainable development, offers corporations insights into social needs, and amplifies lasting social impact.
