BACKGROUND & OBJECTIVES |
Supported by the Swire Trust and coordinated by HKCSS, the “Building Community, Building Tung Chung” programme launched its first phase in October 2020. Over the past six years, the programme has connected more than 80 local social service organisations, schools, and businesses to address the evolving community needs driven by the population growth of the Tung Chung, successfully benefiting over 200,000 people.
As the programme enters its fourth phase in October 2026, HKCSS will continue to partner with local social service organisations and engage a broader network of community stakeholders. Together, we will drive this new phase forward, unleashing the power of residents to co-create a Tung Chung with a stronger sense of belonging.
Phase 1 | Oct 2020 – Mar 2021 | Timely COVID Response
Triggered by the unprecedented pandemic hardships faced by grassroots families, Phase 1 served as an emergency relief lifeline. Supported by the Association of School Heads of Islands District, the programme rapidly mobilized local schools and charities to deliver timely food assistance, healthcare supplies, and family wellness support via online and offline channels—protecting over a thousand vulnerable residents in their time of greatest need.
Phase 2 | Apr 2021 – Nov 2023 | Connecting Community & Building Trust
As the pandemic stabilized, the programme pivoted from emergency relief to relational healing and building mutual trust. Expanding the cross-sector coalition across NGOs, schools, and businesses, the initiative introduced engaging sports, play, vocational, and inclusive cultural initiatives to draw isolated residents back into public life. The publication of Listen to Tung Chung documented residents’ lived experiences, breaking social silos and weaving a deep fabric of community trust and shared belonging.

Phase 3 | Apr 2024 – Mar 2026 | Expanding Networks & Uncovering Talents
Phase 3 continues to expand partner networks and engage broader community stakeholders. Through a diverse range of family, sports, play, youth vocational, and inclusive initiatives, the programme strengthens community social capital and local connections. By unlocking residents’ latent talents and fostering “self-help” capabilities, the initiative empowers residents to practice mutual aid, weaving a cohesive and inclusive community built on trust, support, and a deep sense of belonging.
Phase 4| Oct 2026 – Mar 2029 | Empowering Talents to Serve the Community
Phase 4 of “Building Community, Building Tung Chung” is anchored on two pillars, “Community Integration” and “Capacity Building.” Utilizing sports, play, and inclusive cultural experiences as entry points, the programme continues to cultivate mutual trust within the community, nurturing and empowering residents to become community changemakers who can design and drive local initiatives independently, while providing forward-looking practical experience for upcoming new towns.

H.K.S.K.H. Tung Chung Integrated Services has been serving the district since 1997. In line with Hong Kong Sheng Kung Hui Welfare Council’s service philosophy of “Personalised Service, Holistic Care”, the centre commits to providing multi-dimensional social services to users from diverse age groups.
Through the “Building Community, Building Tung Chung”, it empowers youth to pursue their dreams and self-worth through career exploration, leadership training, and community work experience. Before deciding further studies or join the workforce, participants deepen self-awareness, clarify their vocational path and build essential skills. The programme also encourages these young people, as integral members of Tung Chung, to put what they have learned into practice by actively participating in and giving back to their community.
InspiringHK Sports Foundation
InspiringHK Sports Foundation was established in 2012 with the vision of developing better youths through sports and mission to provide equal sports training opportunities for underprivileged children and youths or those with special educational needs, while promoting gender equality, social inclusion and healthy lifestyle. IHKSports carries out its mission through district-based and territory-wide sports programmes and public education activities.
In “Building Community, Building Tung Chung”, it promotes and provides a series of sports activities for families in Tung Chung, creating more opportunities for youth and families to foster a healthy lifestyle. Through regular and diversified sports experiences, youth and families develop healthy exercise habits, discover their talents, engage and give back to the community, and nurture a new generation of community leaders. The programme also features various estate-based sports challenges to make physical activity more fun, allowing local residents to enjoy friendly competition in a relaxed and positive atmosphere.
Playright Children’s Play Association
Playright Children’s Play Association has advocated children’s play for nearly four decades since its establishment in 1987 under the belief “Value Children. Value Play.”, with the vision of building a playful city that respects, protects and fulfils a child’s right to play.
In “Building Community, Building Tung Chung”, it collaborates with local community partners to deliver diverse community play initiatives. Concurrently, the project leverages inclusive “Community Freeplay” to bridge the spatial and cultural divides between existing and new housing estates and ethnically diverse groups. By empowering residents of all backgrounds to become active play community leaders, the initiative transforms local residents into sustainable social capital for community building—turning public spaces into an inclusive, self-sustaining play network that builds a “Playful Tung Chung” dedicated to community cohesion and mental well-being.
The NAAC Tung Chung Integrated Services Centre
Neighbourhood Advice-Action Council (NAAC) Tung Chung Integrated Services Centre was established in 2001 and is committed to providing multi-dimensional family and community services for Tung Chung residents, covering children, youth, parents, adults, elderly and families. It has long valued family development and community participation, promoting family relationships, neighbourhood mutual support and social inclusion through various support services.
In “Building Community, Building Tung Chung”, it empowers former programme participants to become family community leaders through workshops on communication, emotional resilience, parent-child relationships, and community engagement. Participants gain practical experience through community activity planning and practicum opportunities, putting their learning into practice and taking on leadership roles. By building a team of family community leaders, the programme strengthens family mutual support and resident participation, facilitates the integration of new families, expands social networks, enhances a sense of belonging, and boosts community cohesion through leader-led activities.
The Zubin Foundation
The Zubin Foundation (Hong Kong registered charity: IR 91/12344), named after Zubin Mahtani Gidumal, is an integrated service provider supporting Hong Kong’s ethnically diverse communities. It improves the lives of ethnically diverse individuals by reducing suffering and providing opportunities. The Foundation adopts a multi-dimensional approach to address the challenges faced by ethnically diverse communities, including direct community outreach and driving systemic change.
In the “Building Community, Building Tung Chung”, the Zubin Foundation works closely with ethnically diverse families to help bridge them with resources and build an inclusive Tung Chung.
Hong Kong Young Women’s Christian Association Central, Western & Islands District Youth Outreaching Social Work Team
The Central, Western District and Islands District Youth Outreaching Social Work Team began service in September 2002, providing appropriate support to at-risk youth in education, employment, family, community, or personal needs. The team accompanies them in overcoming challenges faced during their growth, promoting their physical, mental, and spiritual development.
In the “Building Community, Building Tung Chung” programme, it provides vocational & talent skills training, music creation and performance opportunities for ethnically diverse and local youth in the district. Through leadership training and community action programmes, it enhances their confidence, leadership skills and community participation, promoting personal growth, multicultural inclusion and stronger community connections.
Good Lab
Good Lab founded in 2012, is a social innovation organisation, working at the intersection of civil society, government and the business sector. Through human-centric design and cross-sector collaboration, Good Lab designs and delivers work across community engagement, capacity building, youth innovation, and cross-sector co-learning.
In “Building Community, Building Tung Chung”, Good Lab serves as the learning and capacity-building partner of the Swire Trust and HKCSS to facilitate collaboration between NGO partners and empower residents to move from beneficiaries to Community Leaders, thereby deepening Tung Chung’s social capital and agency.

Tung Chung Safe and Health City (Phase 3 Partner)
Tung Chung Safe and Health City was established in 2006. They establish the collaborating platform for stakeholders in the district; promote the collaboration among the community; develop and consolidate district stakeholders to co-build a community living culture with safe, health and care.
The “Telling Good Stories of Tung Chung – Parent-child Storytelling Programme”, led by volunteers, aims to train families in Tung Chung to use various techniques to tell stories. It offers parent-child storytelling sessions for children aged 3-5 and 6-10, fostering family bonding and strengthening parent-child relationships. The program also includes a storytelling competition to encourage participants to showcase their learned storytelling skills.
