- Briefing of 2023 Best Practice Awards in Social Welfare (31 March, 2023)
Introduction
Social welfare services are constantly innovating to accommodate changing social needs. To recognize and promote these innovative, inspiring and forward-looking practical experiences in the social service sector, the Hong Kong Council of Social Service (HKCSS) has organized the “Best Practice Award in Social Welfare” every alternate year since 2003. It aims to recognize the outstanding performance of social services in promoting social welfare development, to encourage mutual exchange in pursuit of excellence, and to inherit outstanding practical experiences.
Objectives
- To recognize organizations which demonstrate outstanding practices;
- To encourage exchanges and mutual learning of excellent practical experience in the sector, and promote the future development of social services;
- To showcase the sector’s contribution to the community.
Eligibilities
- Completed and reviewed projects/ services launched by HKCSS member agencies units during April 2021 to March 2023. Incomplete projects/ services within the period are also eligible if interim evaluations have been conducted.
- Projects/ services thematically refer to the thematic focus are eligible for the “Thematic Award”.
- Previous award-winning projects/ services will not be accepted.
Application
Please submit the online application on or before 16 June 2023 (Fri). Late submission will not be allowed.
Points to Note for Application
Winners’ Participation
- Attend the award ceremony and other promotion activities;
- Participate in the Award workshop and introduce the award-winning project/ service and its success factors;
- Share the Award-winning project/ service with the sector and the public through various channels coordinated by HKCSS.

I. 【Outstanding Social Service Award】
- Recognize projects/ services with outstanding performance in social service field
II. 【Outstanding Performance Indicators Award】
- Recognize projects/ services that have outstanding performance in individual criteria in the Outstanding Performance Indicator
- There are three Awards:
- Outstanding Performance Indicators Award (Innovation)
- Outstanding Performance Indicators Award (Collaboration & Synergy)
- Outstanding Performance Indicators Award (Impact)
- (*All entries will be automatically selected for “Outstanding Social Service Awards” and “Outstanding Performance Indicators Award”)
III. 【Annual Thematic Award】(*Not compulsory)
- Recognize outstanding projects/services that respond to the social environment, social issues, or forward-looking development of society at that time
- Theme of Award 2023: “People. Society. Technology”
Adjudication
- 1st Round: Scoring based on introduction of project or service through online application.
- 2nd Round: Scoring based on interview presentation and reference of introduction of project or service.

Outstanding Performance Indicators (Items A to G) |
(A) Innovation (創新) Design and implement innovative initiatives and solutions to address the social problems and social needs. Innovation can be but not limited to implementation of new ideas, modification or transformation of service delivery models, or use of new tools (B) Collaboration & Synergy (協作及協同) Work with partners to brainstorm ideas and co-create the service delivery model that lead to better service delivery and the desired outcome to the service users (C) Responsiveness (回應性) Target at specific social context, need and pain point, illustrate the importance of effective and responsive practice by developing appropriate intervention and approaches accordingly (D) User Participation (服務使用者參與) Illustrate, promote and recognize the importance of the participation of service users, including encouraging them to give ideas or suggest solution, involving them in the formulation of action plans, delivery and evaluation of the service. (E) Evidence-based Practice (實證為本) Integrate data or well-researched interventions into practice to guide the delivery of services. It includes identifying the best available evidence-based solution to address the problem, evaluating the quality as well as the applicability of the evidence, applying the evidence, and evaluating the effectiveness and efficiency of the solution (F) Impact (效能) Create significant and positive change or influence for the benefit of the community or deprived group to address pressing social challenges and problems. (G) Replicability (參考價值) Establish a service model whose value & concept, conceptual framework, intervention methods etc. can be replicated to other services to respond to social problems |
