Amid an ageing population, increasingly complex social needs, and economic restructuring, the Hong Kong Council of Social Service (HKCSS) continues to serve as a pivotal cross-sector platform. By unifying agency members and stakeholders across sectors, we respond to societal shifts with agility, innovative thinking, and pragmatic action-steadfast in our commitment to building sustainable well-being for Hong Kong.
This year, HKCSS actively championed “Tech for Good”, leading the sector to accelerate digital transformation and infusing innovative solutions into pressing social challenges. Under the theme “Navigating the Future – Tech for Good & Co-creation,” the “S+ Summit 2026” convened over 700 cross-sector leaders to explore how artificial intelligence and big data analytics can precisely match community needs and maximize service impact. “The 9th Gerontech and Innovation Expo cum Summit” featured nearly 1,000 innovative solutions, while the “SilverConnect” project combined one-stop tele-rehabilitation training with digital health management, benefiting over 5,000 seniors and nearly 500 professionals. Additionally, we developed customized AI tools and conducted cybersecurity assessments for agency members, laying a solid foundation for over 60 NGOs to navigate digital adoption.
Cross-sector collaboration is HKCSS’s core strength in responding to sudden crises and urgent social needs. In the aftermath of the Wang Fuk Court fie in Tai Po, HKCSS swiftly mobilized agency members, cross-sector partners, and the Caring Company network to pool resources. Beyond placing affected residents in transitional housing, we actively drove long-term community recovery efforts. Addressing youth mental health, we launched the “Secret Chat” online support initiative and published research on HKDSE student’s psychological well-being. In response to demographic changes and grassroots housing demands, we released studies on carers’ death literacy, deepened our focus on solitary living, and established a cross-agency platform in alignment with the implementation of the Basic Housing Units Ordinance, ensuring timely and holistic support for vulnerable groups.
HKCSS actively aligns with the broader development of Hong Kong and the Greater Bay Area (GBA), promoting deep regional exchanges and the harmonization of service standards. We successfully integrated “Care Food” common requirements into the GBA Standards and co-organised the inaugural “Silver Summit” with the HKSAR Government, bringing together GBA and international leaders to cultivate and ecosystem for geotechnology and the silver economy. During the year, we hosted the “13th National Seminar on Drug Abuse Prevention and Treatment” and organized GBA exchange delegations for two-way dialogue, unlocking new avenues for regional cooperation.
Navigating resource optimization, HKCSS enhanced operational resilience and efficiency across the sector through various training initiatives NGO governance support, and collective procurement platforms.
Moving forward, we will continue to use co-creation as or engine, technology as our tool, and collaboration as our bond-partnering with the Government, the social service sector, and the wider public to cultivate a resilient, inclusive, and sustainable caring Hong Kong.
