The Hong Kong Council of Social Service (HKCSS) continued to be a vital platform and catalyst in the social service sector. Through strategic initiatives, policy advocacy, cross-sector partnerships, and the adoption of technology, we actively addressed Hong Kong’s complex social challenges, particularly those related to an ageing population and sustainable development, while striving to enhance the quality of services and governance capacity.

One of our flagship events, the “S+ Summit cum Expo,” remained a key annual highlight, attracting over 14,000 visits and featuring more than 140 international speakers. Guided by the United Nations Sustainable Development Goals (SDGs) ,  the summit fostered meaningful dialogue on critical issues such as artificial intelligence, youth mental health, workplace wellness, and the silver economy, promoting cross-sector knowledge exchange and inspiring innovative thinking.

Another major initiative, the “Gerontech and Innovation Expo cum Summit (GIES),” showcased over 900 products and attracted 35,000 visits. Experts explored the application of smart city technologies and machine learning in elderly care, promoting the adoption of gerontechnology to enhance the quality of life for older adults. Additionally, we championed the “Care Food” initiative by partnering with the catering industry to offer inclusive dining options for individuals with swallowing difficulties, fostering greater community inclusion.

In response to the rising demand for cross-boundary elderly care, we conducted research and advocated for policy enhancements to improve coordination and service integration across the Greater Bay Area, addressing regional ageing challenges.

To recognize excellence in social services, we launched the “Champions for Good Awards,” to encourage innovation, quality service delivery, and cross-sector collaboration. This year, the award received 342 entries, showcasing the sector’s creativity and social impact.

HKCSS also promoted the concept of “co-creation,” bring together government, social service organisations, businesses, foundations, and professionals. The “Caring Company Scheme” underwent reform to align with both international and local sustainability standards, enhancing corporate engagement in addressing social and sustainable needs.

In our service development and policy advocacy, we concentrated on key issues such as carer support, youth mental health, and end-of-life care. Through research, policy briefs, forums, and community exhibitions, we promoted public awareness and action on these topics. Meanwhile, we addressed concerns regarding resource allocation and subvention systems, actively engaging member agencies and advocating for more comprehensive and sustainable funding strategies with government and funding bodies.

To strengthen sector capacity, HKCSS organised over 60 training activities, engaging more than 105 organizations and nearly 1,700 participants. Around 300 individuals received coaching to develop leadership skills and a growth mindset. The “JC InnoPower Social Welfare Fellowship” specifically supported senior management in cultivating adaptive leadership. Through a variety of training programs and events, we established cross-sector platforms for sharing talent management strategies, broadening perspectives, and strengthening the sector’s resilience to future challenges.

Looking ahead, HKCSS remains committed to a people-centred approach—deepening cross-sector collaboration, driving social innovation, supporting vulnerable communities, and fostering a caring, inclusive, and sustainable Hong Kong.
