The 76th Annual General Meeting (the AGM) and election of members of the Executive Committee (2023-2025) and Standing Committees (2023-2024 and 2023-2025) will be held on November 13, 2023 (Monday) at the Auditorium, 1/F, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong, detailed arrangements will be announced in late-October. Nominations for the election of the following seats in the Executive Committee and Standing Committees are now invited:

  • 8 members of the Executive Committee for serving a term of 2 years (2023-2025); and
  • 16 members of each of the two Standing Committees – Standing Committee on Social Development and Standing Committee on Sector Development and Finance will be elected. In accordance with the principle of Clause 41 of the Constitution, and as approved by the Executive Committee, half of the elected members with a higher number of votes shall serve for two years (2023-2025), and the other half shall serve for one year (2023-2024);

According to the Constitution of the Council, every official representative of Agency Members and Life Member shall have the right to nominate eligible persons for the above elections [Note 1]. A nomination form, which can be duplicated if necessary, is enclosed. Completed nomination forms should be sent to the Election Committee of the Council by fax to 2864 2910 or by email to [email protected] no later than October 3, 2023 (Tuesday) at 5:00 p.m.

A copy of Election Guide for the Election of the Executive Committee, Standing Committees and Specialized Committees is attached for your reference. The guideline has also been sent by email to Life Members and Official Representatives of Agency Members earlier. You may also visit the Council’s website www.hkcss.org.hk [Latest News: Election of the Executive Committee (2023-2025) and Standing Committee (2023-2024 and 2023-2025)] for the Election Guide and the Terms of Reference of the Committees. The list of Executive Committee Members and information on their term of office can be found on [Committees] on the website. Since the two Standing Committees are newly established, there is no serving member.

You may appoint a representative if you are not able to attend and vote in the AGM. A template of Letter of Proxy is attached for your use if needed. You can also download it from our website. The completed Letter of Proxy must be returned to the Council by fax or by mail no later than November 8, 2023 (Wednesday) at 2 p.m.

[Note 1] 

According to Para 43(b) of the Constitution of the Council, any persons who are current members of the Board or other similar bodies or paid staff of Agency Members and Life Members shall have the rights to be nominated and to be elected as member of the Executive Committee provided that only one person from each Agency Member may be so nominated and elected into the Executive Committee for any same period of office. 

Apart from the above, Para 65(c) of the Constitution stipulates that only one representative from the same Agency Member shall be nominated or co-opted to become member of the same Standing Committee for any same period of office. Nominators are advised to check the membership lists of the Committees and members’ term of office to ensure the persons to be nominated are eligible for nomination.
