背景 香港社會服務聯會（「社聯」）獲得凱瑟克基金和利希慎基金的支持，聯同香港明愛、香港基督教服務處、基督教香港信義會社會服務部，及聖雅各福群會，於2018年4月開展「落得樓」樓梯機服務試驗計劃（「試驗計劃」），為居住於沒有電梯的舊式樓宇之長者及行動不便人士，提供樓梯機服務接載他們上落樓，前往就醫、接受復康服務、購買日常用品、參與社交活動等。試驗計劃首年共提供了超過6,000服務次數，服務人數達500之多。至2019年12月底，服務的人數更升至838個。這些數字清楚顯示社區對樓梯機服務的需要。 社會影響評估研究 除了服務數字以外，社聯亦關注到服務帶來的影響。因此，社聯委託臻善評估中心（「中心」）就試驗計劃進行評估研究。中心在2018年9月至2019年4月期間以問卷、個案研究及焦點小組，向服務使用者、營辦機構及社聯職員搜集意見，了解計劃帶來的影響及成效。 研究結果顯示，試驗計劃協助行動不便的人士克服身體情況及環境限制，與社區保持連繫；樓梯機服務讓他們出外接受醫療及復康服務更為方便，更可參與日常的社交活動，無需因行動不便而過早入住院舍，提高生活的自主性，這些均為他們提升生活質素及心理健康。以往他們可能要靠照顧者攙扶步行或連人帶輪椅上落多層的樓梯，不但有既潛在危險，更需要照顧者有足夠的體力負荷及在時間上作出安排，對彼此都構成心理壓力。樓梯機服務提供了一個安全、便捷的選擇，令照顧者可舒緩壓力，家人之間的關係有所改善。最後，試驗計劃亦促進機構間的交流及合作，透過各方的努力，令樓梯機服務得到廣泛接納，有助實現居家安老。 基本數字 服務使用者: 511人 (由2018年4月至2019年3月底) 年齡組群: 由17至103歲；平均年齡: 80 接受問卷調查的使用者照顧者: 185人 (其中145位為照顧者) 年齡組群: 由22至103歲；平均年齡: 82歲 受訪者使用樓梯機服務外出的首三個原因: 接受醫療及復康服務: 65% 參與社交康樂活動: 15% 往返院舍及住所: 11% 試驗計劃對個人及家庭帶來的影響 外出意欲增加、生活質素提高 相比自行或由他人攙扶，97%的受訪者感到樓梯機更為安全、81%感到心理壓力減輕、76%認為減省時間；85%有信心在沒有家人或照顧者的陪同下使用服務 使用次數較多的使用者，在解決照顧上的困難及減輕照顧的壓力均有顯著上升 97%的受訪者對服務感到滿意，98%會推薦服務給其他有需要的人 受訪者心聲 「係醫院OT Department同我哋夾幾時有樓梯機，跟進俾佢出院，呢啲位就真係減少長者入院舍。以前做法係: 醫務社工搞唔掂，就隊你去院舍…好多時係院舍住係越住越差…但當有呢個服務(樓梯機服務)，佢就可以返到屋企，仲要覆到診，落到樓，佢先有個復康機會。」 「老人院啲人綁住架嘛…無辦法….你唔綁，可能第三日就跌親入醫院…喺屋企超碼屋唔大，有工人好似CCTV咁睞住…都叫有少少自由度。」 「原來我都仲有機會可以出街，有我自己嘅活動啦！咁就唔使日日都係果四面牆，好似好冇希望咁。」 「我喺整個照顧過程，發覺有陣時唔係我哋願唔願意去照顧，係我哋識唔識，有無果個方法，同埋係有無一個協助…我哋無嗰個能力，處理果十二級樓梯…其實照顧長期病患者或老人家，果個壓力係會令人有抑鬱。」 「多出街對佢身心靈好啲啊，出下街望下嘢咁，但係唔係會太常出…有咗呢個(樓梯機服務)，我哋願意去同佢出下街啊，如果唔係我哋都懶得去提呢樣嘢，…你知香港人好忙架嘛，咁你仲話要陪佢一，仲要勞師動眾；咁你有啲facility (樓梯機)，我哋心理壓力會少咗就會做多啲。」 建議 研究結果亦顯示，樓梯機服務供不應求，營辦機構只能優先處理需要外出接受醫療服務的人士，其他例如參與社交康樂活動、家人或親友的慶祝飲宴，往往未必能夠滿足到他們的服務需要。另外，上落樓梯只是普遍服務使用者的其中一項生活困難，他們的其他需要亦應由專業人士作出評估，及按需要轉介至其他服務。故此，社聯建議政府增撥資源發展樓梯機服務，讓長者可以在熟悉的社區居家安老，舒緩照顧者的擔子，並配合社工的介入，將他們與社區的各項服務更有效地連接。 下載報告： 「落得樓」樓梯機服務—社會影響評估報告 ...

To provide relief to retailers to tide over their financial difficulties arising from the epidemic, the Government has established a HK$ 5.6 billion “Retail Sector Subsidy Scheme” under the “Anti-epidemic Fund”.  Under the Scheme, a one-off subsidy of HK$80,000 will be provided to each eligible retail store, subject to a ceiling of HK$3 million for retail stores under the same organization.  Retail store of social enterprises can apply for the Scheme through Social Enterprise Business Centre (SEBC) of the Council. Community Housing Movement is a new initiative of the Hong Kong Council of Social Service. We are committed to working with property owners, NGOs and social enterprises to provide affordable and decent transitional social housing. The project is aimed at not only meeting the temporary housing needs of the grassroots without support of public rental housing, but also enhancing their individual capacity, and strengthening their community network. Through the provision of social housing, tenants are empowered to live independently in the market or move to the public rental housing. After the project was launched, the HKCSS has been collecting some vacant flats from different property owners who are willing to rent out their flats for more than 2 years and at the rent below market price. These flats are usually scattered across 18 districts and can’t be grouped for renting.  In view of this, we have made an alternative arrange to facilitate NGOs and social enterprises to operate.  The 2 individual owners’ units will soon be available for service operation.
