Finance Manager

To provide leadership for financial management. S/he works closely with the Head of Finance Management to lead development and execution of financial policy, guidelines and treasury plans in order to ensure the financial resources in Hong Kong Red Cross are properly safeguarded and utilized, financial sustainability and reporting a true state of affairs to external stakeholders. S/he will ensure effective implementation of the strategies and drive implementation and action to achieve departmental goals.

Key Responsibilities:

• Monitor daily financial and accounting functions of the Agency;
• Prepare financial analysis and accounting reports for the senior management;
• Prepare annual budgets and forecasts as well as reports and analysis on matters pertaining to finance and accounting;
• Enhance cash flow management and maximize returns on agency funds;
• Assist in formulating and reviewing accounting policies for the Agency and finance operation manual for schools;
• Liaise with banks, auditors, funding organizations and government bureaus / departments in relation to investment, finance and compliance matters;
• Review expenditure payments, support system development, enhancement and maintenance; and
• Provide administrative and secretarial support to the relevant committees, including preparation of meeting papers and minutes; and
• Undertake ad-hoc assignments and other duties as required.

Requirements:

• Bachelor’s degree in professional accountancy or business administration
• Professional qualification with member of CPA or equivalent designations
• Minimum 5 years post-qualification and related working experience, with at least 3 years’ experience at managerial level
• Integrity
• Sound skills in resources management including staff training and development
• Mature personality, strategic minded with vision, strong interpersonal, management and leadership skills
• Excellent command of both written and oral English and Cantonese
• Experience in financial management for non-profit/social service organizations is a definite asset
