Deputy Manager (Local Disaster Relief)
Job Purpose:
This position works closely with Manager and responsible to lead the execution of plans related to emergency response, and contribute to institutional response preparedness in Hong Kong.
Key Responsibilities:
- Support the Manager in preparing strategic plans, annual plans, and budget
- Work closely with different services within HKRC to achieve the purposes of emergency operations
- Support the Manager in developing service manuals, guidelines and SOP
- Act as operation in-charge to lead the planning, organizing, and implementation of relief services in coordination with partners and/or to respond to social needs
- Supervise the staff and volunteers to accomplish assigned tasks (including service delivery and evaluation)
- Support the Manager in capacity building of staff and volunteer, and supervise manpower resources to accomplish assigned duty (including service delivery and evaluation)
- Ensure logistics and procurement of relief materials, including procurement process, stock record, and warehouse management systems are effective, efficient and accountable per HKRC policies and guidelines
- Establish and maintain networks and partnerships with relevant Government Departments, local communities, and working and funding partners
- Undertake any other job-relevant duties as assigned by the supervisors from time to time
Requirements:
- Bachelor Degree holder in any discipline, preferably in Human Science, Social Service, Disaster Management or Logistics
- Minimum of 5 years related work experience, with at least 2 years at managerial level or proven record of emergency relief experience
- Solid experience and sound knowledge in emergency service, familiar with local emergency relief context is a definite asset
- Experience in drafting operation manual and volunteer management is a plus.
- Strong people management skills, demonstrate leadership and able to work in and with multi-disciplinary teams
- Self-motivated, strong sense of responsibility, independent, good interpersonal and communication skills, able to work under pressure
- Proficient in both written and spoken English and Chinese (including Putonghua)
- Holder of valid first aid certificates or HKSAR driving license will be an advantage
- Emergency operations might required during non-office hours, including weekends and public holidays
Contract period: 2 year (Renewable)
