Assistant Manager (Community First Aid Project) (Part time)

Job Purpose:

This position supports the establishment of Community First Aid Responder (CFAR) Network Project, execute and monitor of plans and daily operations, in order to empower community members to learn and deliver basic first aid with confident, motivation and quality, or through other means of community development & engagement, which the service should stay relevant and agile for social needs in Hong Kong context.

Key Responsibilities:

• Lead the execution of the Community First Aid Responder Project, monitor the progress and evaluation and continue fine-tuning the programme
• Assist supervisors in building capacity of CFAR for emergency services and resilience programme
• Plan and organize Teaching & Learning Programme (TLP) and Train the trainer (ToT) programmes, events, roving exhibition or activities to enhance awareness and capacity of the community
• Recruit and retain CFA Responders, as well as supervise subordinate and CFA Responders to execute the work plans according to timeline
• Collaborate with other service units for synergies and promotion strategies to extend the project to the target communities
• Liaise and maintain relationship with local communities, interest groups, organizations and stakeholder, establish network of partnership and focal point of communities.
• Develop related IT system for CFAR programme and operation management
• Be responsible for local emergency and first aid operations, take charge for urgent enquiries and emergency call out, including act as Duty Staff in absence of Manager (FAS); during holidays, non-office hours or extreme weather, if deems necessary

Requirements:

• Recognized Higher Diploma qualifications or above, preferably in Social Science, Public Health or Public Administration, with at least 2 years working experience
• Sound experience in project management, network building and mass training is preferred
• Experience in working as a volunteer in humanitarian response is a definite asset
• Strong communication and presentation skills, mature, proactive and able to work independently and under pressure
• Proficient in both written and spoken English and Chinese (including Putonghua)
• Proficient in PC knowledge (including Microsoft Office)
• Valid registration as First Aid Trainer of Hong Kong Red Cross, or any recognized professional organization, and holder of valid first aid certification is preferred
• Holder of Driving license (class 1, 2) is preferred
