What We Do

HKCSS advocate for social policies, service development, capacity building, and cross-sector collaboration in response to rapidly changing societal needs, by collecting data, conducting research, and understanding the observations and service experiences of our agency members, as well as the opinions of relevant stakeholders.

We have established three development strategies: “Co-Creation”, “Tech Enablement” and “Talent Development”, committed to building an impact-oriented, collaborative and innovative social service sector, that fosters innovation and promotes cooperation at the local, mainland, regional, and international levels, engaging in social welfare development from various perspectives.

Additionally, we participate and provide professional advice in over 50 committees of government, statutory bodies, and civil society, covering multiple areas including social welfare, civil affairs, housing, environment, education, healthcare, security, anti-drug efforts, information technology, and urban renewal.

Co-Creation

Engage stakeholders from various sectors, and in a more flexible, open, exploratory, and experimental manner, to collaboratively create impact-driven solutions to address different social issues.

Tech-Enablement

Develop and apply innovative technologies to enhance the effectiveness and efficiency of various social services, thereby providing more timely and appropriate support to the public.

Talent Development

Foster the sustainable development of the social service sector by advancing sectoral capacity building and promoting talent development within sector and organisation to enhance the professional capabilities of the sector, and enable individual talents to contribute effectively and meaningfully to social service.
