Disaster Management Research and Development Officer
Job Purpose:
This position is responsible in supporting high quality research and analyzation contributing to International & Relief Service’s (IRS) service development in Chinese Mainland and other countries. S/he will also support to develop and implement initiatives of knowledge management and department’s Learning and Development plan. S/he will work closely with Deputy Manager / Manager of Disaster Management System Building (DMSB) to ensure effective and efficient implementation of the IRS strategies with the highest level of accountability as possible to fulfill HKRC vision and mission.
Key Responsibilities:
- Conduct research and analysis contributing to IRS service development and support the implementation and evaluation of IRS strategies.
- Assist in the development and implementation of service indicator tracking platform in departmental level, to support efficient data management, analysis and reporting
- Support in capturing programme learning and impact, building programme model approaches, develop monitoring and evaluation frameworks, methodologies and relevant guidelines for projects in Chinese Mainland and overseas countries, to promote service quality and align practices with HKRC
- Support department’s Learning and Development plan, organize relevant capacity-building trainings and learning activities, promote learning insight to intra- and across departments of HKRC and partners when necessary and appropriate
- Coordinate and collaborate with different service teams in IRS and other departments on knowledge management to encourage effective use of learnings and knowledge, as well as to support the regular follow-up of IRS staff learning record systematically
- Conduct desk research on global policies and humanitarian issues, or specific topics as assigned concerning humanitarian work in disaster management to facilitate continuous service development
- Assist in developing manuals and guideline, as well as systems and database, based on needs of operation and project management (e.g. Project Management System, Story Bank, Data Dashboard)
- Undertake any other relevant duties as assigned by supervisor from time to time
Requirements:
- University Degree Holder, preferably in development studies, social research or related discipline
- One years’ working experience in the fields of disaster management and/or development is considerable
- Good presentation and training skills, with experience in Learning and Development / Adult Education / Knowledge Management is an advantage
- Good data management and data analytics skills
- Knowledgeable in social research methods is preferable
- Good understanding of humanitarian issues
- Strategic thinker and competent analyzing skills
- Excellent in both written and spoken English and Chinese (including Putonghua)
- High proficiency in basic computer software (including Microsoft Office) and a keen internet user
- Good interpersonal and communication skills, able to work in a team and with people from different background, and under pressure
- Occasional travel required according to support of project nature and its schedule
