Deputy Manager (Disaster Management)
Job Purpose:
The Deputy Manager supports the Senior Manager in advancing the Tai Po Recovery Plan and Preparedness for Effective Response (PER) framework through operational delivery and accountability. The role focuses on project grant administration, monitoring and evaluation (MEAL), and partnership coordination. It ensures effective implementation, reporting, and lesson‑learning, while facilitating collaboration across internal teams and external partners to strengthen program quality and community resilience.
Key Responsibilities:
- Assist in developing grant management policies, guidelines, and operational manuals
- Vet and assess project proposals, ensuring compliance and accountability
- Manage grants and financial resources with robust controls
- Oversee project implementation and maintain monitoring systems; produce clear management and donor reports
- Support partnership development and coordination with government agencies, NGOs, donors, and community stakeholders to advance recovery objectives and strengthen service delivery
- Assist in formalizing collaboration agreements, and compliance frameworks that ensure accountability and sustainability
- Prepare reports, presentations, and briefings for staff, partners, and donors to strengthen engagement and visibility
Requirements:
- Bachelor’s degree in humanitarian studies, social sciences, development, disaster management or a related discipline
- Minimum of 3 years of relevant postgraduate working experience in the humanitarian, development, or social service sectors
- Solid experience in project and grant management, compliance, and donor accountability
- Hands-on knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks and monitoring systems
- Ability to adapt to evolving recovery needs while maintaining program quality
- Proficiency in digital and analytical tools, including AI‑enabled platforms for reporting and presentations
- Strong skills in reporting, facilitation, and knowledge sharing.
- Excellent command of both written and oral English and Chinese/ Cantonese/ Putonghua
