Rehabilitation Service

Officer (Rehabilitation) (Ref No: HKCSS/002/2026)

Two-year renewable contract

The Officer is expected to act as a junior subject expert consultant in rehabilitation service.   With networks of service providers of the service and knowledge and insights about services and needs of the people with disabilities, s/he will be working with other sub-teams to create impacts directly on people with disabilities.  S/he may also help to engage people with disabilities and related stakeholders to contribute to creating impacts on other social groups or people concerning the Council and the sector.

The Officer is also helping the team leader, that is, the Secretary General of the Joint Council for People with Disabilities, in its administration and implementation of its programme.  S/he is expected to engage and work with service providers among the agency members of the Council and Joint Council, as well as all other relevant stakeholders so that they can be enabled to take part in the cocreation process for the welfare and well-being of the people with disabilities and related groups of people in the society.

Responsibilities:

• To take part in setting social agenda and identify corresponding impact areas in response to social needs and advocate for the well-being of people with disabilities as well as other related social groups or communities;
• To engage agency members as well as other related stakeholders to formulate ideas and programme for the social welfare and social development of the people with disabilities as well as other related social groups or communities;
• To assist the team leader to identify policy and service gaps in social welfare service, and respond to the issues by proposing new initiatives, innovations and technologies;
• To establish and maintain effective collaborative networks with multi-stakeholders, such as the government, member agencies, corporates, community stakeholders, strategic partners and overseas counterparts.

Requirements:

• Impact-driven mindset and orientation;
• Innovative, analytical thinking, engagement and collaboration, and networking ability;
• Knowledge of needs of and services for people with disabilities will be an advantage;
• Good knowledge of social welfare policies and services;
• Registered social worker (RSW) and a recognized university degree with social work, with 3 years’ post qualification experience in rehabilitation field preferred;
• Proficient in both written and oral English and Chinese (Cantonese and Mandarin);
• Candidates with less experience or non-RSW with demonstrated commitment and relevant experience would also be considered.

5-day work per week. 21-day annual leave.
