Position Description

 

Mother’s Choice seeks a Youth Services Senior Program Officer for supervising the planning and delivery of crisis pregnancy prevention programs at Mother’s Choice to equip and empower school youth, youth at-risk of crisis pregnancy and pregnant teenagers with sexual health knowledge, life skills and community network to make informed decisions.

 

Reporting to the Director (Services and Case Management), the ideal candidate should have a deep commitment to the Mother’s Choice vision of every child in a loving family, a familiarity with the local education system, and experience in coordinating collaborative evidence-based programs for youth.

 

Each year, thousands of teenage girls face crisis pregnancy with no support, and thousands of children are in need of a family for a number of reasons including neglect, abuse, abandonment, or family breakdown. We’re here to help the most vulnerable in our community by providing high-quality services for children, youth and families, and actively providing ways to prevent the problem.

 

Mother’s Choice has recently undergone a period of transformation so it can have a greater impact on the community, and the Senior Program Officer, Youth Services will be a key member of the Youth Services team driving to pioneer and build evidence-based youth program models so that all children can experience safe, permanent & loving families.

 

 

Key Responsibilities

  1. Pregnant Girls Crisis Hotline Operations
  • Manage the initial connection program to ensure smooth operation, timely response to engage all target client groups for intake into our PGS Services.
  • Lead hotline operations, focusing on crisis pregnancy assessment and risk management.
  • Implement systems for effective call triage, prioritizing immediate risk and crisis situations.
  • Provide immediate crisis intervention and support during calls.
  • Develop safety plans and immediate solutions for callers in distress.
  • Strategically plan and manage the Youth Service Volunteers program (including community volunteer educators and PGS operation assistants) alongside the Volunteer Engagement team to update polices, processes and manual to ensure replicability and sustainability.
  • Design and oversee training programs for volunteers, ensuring they are equipped with the skills and knowledge to handle a variety of crisis calls.
  • Monitor service timeliness, quality and KPIs, review policies and procedures of Hotline, enhancing the processes as required to facilitate efficient operations and enable growth and impact.
  • Ensure efficient and accurate data collection in the e-case management system and partner with IT and IM to reengineer as needed for efficiency gains.

 

  1. Pregnant Girls Crisis Hotline Outreach
  • Work with Marketing and Communication team to implement a youth outreach campaign to grow the reach of our Crisis hotline.
  • Collect hotline and case data to analyze the trends, needs and interests of young people.
  • Provide information, context and content to the Marketing and Communication team to implement the campaign effectively, including participating in discussions with external vendors advising on the campaign.
  • Collect data and analyze data to evaluate the effectiveness of youth outreach campaign and activities
  • Assist in the preparation and implementation of other Youth Services initiatives such as conferences workshops, interns development to amplify the reach and increase public awareness on the plight of issues vulnerable youth and children face.

 

  1. ECMS and Data Management
  • Lead the team for data collection, prepare monthly/quarterly statistical report & analysis and develop impact measurement tools;
  • To build the Electronic Case Management system for services including PGS Hotline, case management, YS programs, Children and Family to ensure accurate and timely data collection and report automation from the ECMS.
  • Closely work with Director of Services and Impact Measurement team to oversee the Youth Services evaluation framework on tracking performance targets and enhancing quality of service
  • Work collaboratively with partners (both internal and external including universities) to integrate evaluations in the programs to improve their effectiveness and impact on the community
  • Undertake other duties as assigned.

 

 

Requirements

 Registered Social Worker with Higher Diploma or above

  • Minimum 5 years of experience in program execution and management, with a focus on crisis pregnancy, youth support, or social work
  • Background in Social Work or Counseling is preferred
  • Leadership skills with the ability to engage and mobilize teams
  • Strong analytical and problem-solving abilities
  • Committed to providing non-judgmental support and promoting informed decision-making
  • Self-aware individual with creativity, drive, resilience and integrity whilst keeping a sense of perspective
  • Passionate about the Mother’s Choice mission and committed to the strategic vision and future plans of the organization
  • Excellent written and spoken Chinese and English skills; ability to communicate effectively in Cantonese is a must
  • Flexible and can work during occasional evenings and weekends and in different service programs locations as the project demands
  • Must share the commitment of Mother’s Choice in upholding the safety and protection of children as paramount
