Manager (Disaster Management)

 

Job Purpose:

The Manager supports the Senior Manager in strengthening Hong Kong Red Cross (HKRC)’s disaster response and recovery capabilities through strategic oversight, effective programme delivery, and robust governance. The role drives integrated programme governance by implementing performance monitoring, risk management, and continuous improvement frameworks to ensure alignment with the Tai Po Recovery Plan and Preparedness for Effective Response (PER) framework, and to maximise accountability and impact.

 

Key Responsibilities:

  • Support refinement of disaster response mechanisms and Tai Po Recovery Plan recovery strategies.
  • Design systems, policies, and guidelines that strengthen the PER plan and institutionalize best practices
  • Oversee grant systems and ensure donor alignment.
  • Review and approve proposals and ensure strategic fit with the Tai Po Recovery Plan and PER
  • Facilitate innovative programme development within project portfolios, promoting evidence-based design, adaptive approaches, and cross-functional collaboration.
  • Develop and manage partnerships with government, NGOs, donors, and community stakeholders; negotiate collaboration agreements and compliance frameworks.
  • Coordinate with communication and fundraising teams to amplify publicity and donor engagement.

 

Requirements:

  • Bachelor’s degree in humanitarian studies, social sciences, development, disaster management or a related discipline; a Master’s degree is preferred
  • Minimum of 5 years of relevant postgraduate working experience in the humanitarian, development, or social service sectors, including at least 2 years in a managerial role
  • Proven expertise in Monitoring, Evaluation, Accountability, and Learning (MEAL) at a strategic level
  • Demonstrated experience in strategic planning, recovery frameworks, and donor relationship management
  • Adaptive and resilient mindset, with the ability to maintain program quality in dynamic and evolving contexts
  • Strong negotiation and communication skills with diverse stakeholders and community partners
  • Excellent command of both written and oral English and Chinese/ Cantonese/ Putonghua
