Counsellor / Prevention Officer / Assistant Prevention Officer (Testing & Support Services) (Full Time)

Founded in 1990, AIDS Concern is a leading health charity specializing in HIV/AIDS response, community health and inclusion for people of diverse sexualities and genders. Our vision is to achieve Triple Zero – zero new HIV infections, zero stigma for people living with HIV and zero AIDS deaths. We provide sexual health screening, education, HIV testing and support services for people living with HIV. ABOUT THE ROLE
We are seeking a dedicated and culturally competent professional to join our team in delivering high-quality, inclusive Voluntary Counselling and Testing (VCT) services to priority populations. In this role, you will be at the forefront of providing LGBTQ+ affirmative and trauma-informed care to diverse communities, including LGBTQ+ persons, ethnic minorities and high-risk heterosexual populations. You will navigate complex discussions around sexuality, gender diversity and drug use with a non-judgmental, person-centred approach. This position requires a proactive communicator who can balance independent case management with collaborative teamwork, ensuring the highest standards of confidentiality and integrity in every interaction.
KEY RESPONSIBILITIES

- Provide high‑quality Voluntary Counselling and Testing (VCT) services for HIV and other STIs to priority populations, including: LGBTQ+ individuals, ethnic minorities and high‑risk heterosexual populations.
- Deliver pre‑ and post‑test counselling using a client‑centred, non‑judgmental, LGBTQ+ affirmative and trauma‑informed framework.
- Conduct risk assessment, safety planning, crisis intervention and appropriate referrals (medical, psychosocial, psychiatric or community services).
- Support outreach testing activities, community events and health promotion initiatives when required.
- Maintain accurate case records, data entry and service statistics in compliance with confidentiality and data protection standards.
- Assist in service evaluation, reporting and quality improvement initiatives.
- Work collaboratively with multidisciplinary partners and community stakeholders.
SKILLS AND EXPERIENCE
Educational & Professional Qualifications
Applicants must satisfy at least one of the following:
- Registered Social Worker under the Social Workers Registration Ordinance (Cap. 505).
- Bachelor’s degree or higher in a relevant field.
- Certified in HIV Prevention via a recognized local or international institution.
Technical Experience
- Field Experience: Minimum of one (1) year of professional experience in HIV prevention, sexual health, or a related field.
- Clinical Competency: Proven track record of performing at least 50 Voluntary Counselling and Testing (VCT) sessions within the last 24 months.
- Preferred Assets: Prior experience in community outreach, rapid HIV testing, or complex case management is highly desirable.
Core Competencies & Ethics
- Affirmative Practice: Deep understanding of LGBTQ+ affirmative care and trauma-informed principles.
- Communication: Ability to discuss sexuality, gender diversity, substance use and high-risk behaviours with professional neutrality and zero judgment.
- Interpersonal Skills: Strong counselling foundation with the ability to build rapport with diverse populations, including ethnic minorities and high-risk groups.
- Integrity: Highly responsible and detail-oriented, with a strict commitment to maintaining client confidentiality and data integrity.
- Operational Skills: Proactive, well-organized and capable of working both independently and as part of a multidisciplinary team.
Language & Technical Proficiency
- Trilingual Fluency: Proficiency in written and spoken Cantonese, English and Mandarin. (Additional languages are a distinct advantage.)
- Digital Literacy: Proficient in Microsoft Office Suite and experienced in robust data management.
- Outreach: Proven track record in community outreach, case management or the administration of rapid HIV testing is highly desirable.
