Assistant Manager (Relief Service)

 

Job Purpose:

The Assistant Manager works closely with the Manager and Deputy Manager of Relief Service to plan and execute operations and projects related to Hong Kong Red Cross’ local emergency response. S/he will contribute to Hong Kong Red Cross’ relief operations and emergency cash programme, as well as volunteer management and other institutional disaster preparedness tasks.

 

Key Responsibilities:

  • Assists the Deputy Manager (Relief Service) in planning and implementing Hong Kong Red Cross’ Emergency Cash programme, such as the development of cash assistance for large-scale disasters, day-to-day project management tasks, preparation of financial and narrative reports, preparation of communication materials, monitoring and evaluation of the outcome and impact of the programme.
  • Performs emergency relief operation duties such as monitoring, assessment, analysis, and implementation, and evaluation, according to HKRC’s standard operating procedures under the supervision of the Deputy Manager (Relief Service).
  • Act as duty officer/ operation-in-charge for emergency operations in the absence of the Manager and Deputy Manager of Relief Service, during holidays, non-office hours or extreme weather, if deems necessary.
  • Assists the Deputy Manager (Relief Service) with volunteer management tasks including the recruitment, training, and retention of volunteers to ensure the response capacity of the Local Disaster Response Team.
  • Fosters and maintains good working relationships with different partners and stakeholders.
  • Carries out ad hoc projects and tasks as assigned by the Supervisor(s).

 

Requirements:

  • University Degree in Social Science, Humanities, or other related disciplines.
  • A minimum of 2 years of relevant working experience, preferably with project implementation and volunteer management experience. Experience in emergency relief service, humanitarian or social service sectors is an advantage. Candidate with less experience will be considered.
  • Good knowledge of service planning and implementation, management of people and finance, report writing, with an eye for detail.
  • Good team player with strong presentation, networking, facilitation and communications skills.
  • Mature personality, self-motivated with strong sense of responsibility, able to work independently and under pressure.
  • Proficient in both written and spoken English and Chinese (including Putonghua).
  • May need to work during holidays or non-office hours according to emergency operation needs.
  • Proficient in PC knowledge (including MS Office).
