The Hong Kong Council of Social Service (HKCSS) champions evidence-based research for policy advocacy and service development. In the past years, the Council has organized conferences and workshops related to research and advocacy, aiming to encourage the social service sector to share evidence-based practices to drive service development. In response to rapidly evolving social needs, HKCSS is launching the ” Data Analytics to Drive Organizational Transformation and Service Development” Practical Workshop series. This initiative aims to assist organizations in cultivating a forward-thinking mindset, leveraging the power of data and technology to achieve organizational transformation and service optimization.

The second workshop of this series will be held at the Hong Kong Young Women’s Christian Association (YWCA). As one of the pioneers in driving the digital transformation of central administration within the social service sector, YWCA demonstrated remarkable foresight by initiating a series of internal reforms over a decade ago. She enhances collaboration across her service units by integrating service data arcoss units and districts to identify needs and optimize resource allocation. On top of driving internal digital transformation, YWCA also developed the “On-site Pre-school Rehabilitation Services (OPRS)” electronic system to provide Tier 1 support services for children with special educational needs (SEN). Through this on-site visit, participants will explore how YWCA strategically secured resources for transformation, proactively addressed challenges faced by frontline staff, and shared key success factors that encouraged multiple service agencies to adopt the system and build a sustainable ecosystem for administration and case management.
