Social Housing

Social housing is led by non-government organizations, with the joint efforts of different funders, private companies, and NGOs/social enterprises, supported by the Government. Social housing aims to provide the affordable housings to the tenants who wait for the public rental housing at least 3 years and live in indecent rental subdivided unit. The pre-qualified operators will provide community-based social services and work with tenants to develop their network and capacity for living independently in the community after the service. The Hong Kong Council of Social Service (HKCSS) plays a role of the Social Housing Intermediary Platform in coordinating and planning transitional social housing project, selecting service operators for housing projects and, with them, promoting and developing social housing together. Currently two housing schemes, that is, “Community Housing Movement” and “Modular Social Housing”, have been carried out by the Council since 2017.

Community Housing Movement is a social movement launched by the Hong Kong Council of Social Service with the joint efforts of The Community Chest of Hong Kong, Social Innovation and Entrepreneurship Development Fund (SIE Fund), landlords, and NGOs/social enterprises, supported by the Government. Its objective is, through the provision of transitional accommodation and support services, to provide a short-term relief for individuals or families with proven need of transitional housing (e.g. in queue for Public Rental Housing (PRH) for not less than 3 years; those with other long-term housing arrangement); low income households currently living in dismal and inadequate housing conditions; and households in urgent need of community support.

In addition to the provision of transitional accommodation, qualified NGOs or SEs could become service operators to provide community-based social services and work with tenants to develop their capacity for living independently in the community after the service. The Community Chest of Hong Kong is the sole sponsor of the renovation and the social service provision, joined by the Social Innovation and Entrepreneurship Development Fund (SIE Fund) which provides financial resources for HKCSS to operate as the housing intermediary.

Modular Social Housing Project is a social movement launched by the Hong Kong Council of Social Service (The Council) with the joint efforts of different funders, private companies, and NGOs/social enterprises, supported by the Government. The project adopts modular integrated construction to build transitional social housing in idle land which available for short-term usage.

Funded by the Hong Kong Jockey Club Charities Trust, The Council also launched the Jockey Club Incubating Community Building through modular social housing project at Nam Cheong Street Modular Social Housing, through the provision of transitional accommodation and support services, to improve the quality of life for those who wait for the public rental housing at least 3 years and live in indecent rental subdivided unit. While providing transitional social housing, the project also provides social services to address the needs of grassroots. The project would recruit NGOs/social enterprises to manage and provide community networks and supports services, to improve tenant’s social capital and develop their capacity for living independently in the community.
