        What is “Living”? Under the distorted housing market, Hong Kong People, especially the grassroots, are living in a housing environment which is increasingly unaffordable albeit dwindling living space.  There is little they can do to improve their living space and livelihood. The Hong Kong Council of Social Service is going to publish a new book (in Chinese) on social housing entitled 《住:以人為主——社會房屋共生實踐》(Housing: People-centred Co-living Practice of Social Housing).  Based on 10 stories of social housing residents, elucidating 10 unique experiences of living, this book genuinely recollects and reflects on the process, experience, challenges and inspirations of a local housing experiment of "Housing x Social Service", redefines the meaning of living and housing, and explores alternative ways for the provision of affordable housing apart from the public and private housing. Modular Social Housing Project – Call for proposals for Yen Chow Street project

Modular Social Housing Project is a social housing project launched by the Hong Kong Council of Social Service with the supported by the Government and the joint efforts of The Community Care Fund, private companies, and NGOs/social enterprises. The project adopts modular integrated construction approach to building transitional social housing on idle land available for short-term usage in an efficient, economical and environmentally friendly way. The objective of the Project is, through the provision of transitional accommodation and support services, to improve the quality of life for those who have been waiting for the public rental housing for at least 3 years while living in indecent housing units. While providing transitional social housing, the project recruits NGOs/social enterprises to manage and provide community network building and support services so as to improve residents’ social capital and develop their capacity for living independently in the community. NGOs and social enterprises interested in providing innovative social housing services and/or in becoming our recognized service operator are welcome to submit proposal. Invitation to the Council Members for Participating “Social Housing Seminar”

The Hong Kong Council of Social Service (The Council), as a social housing intermediary platform, has been actively promoting social housing since 2017. The Council has been implementing the "Community Housing Movement" and the "Modular Social Housing" projects, hence engaged different community stakeholders into the movement. Both projects make use of idle properties or lands to conduct various social housing experiments. Meanwhile, different social welfare organizations and social enterprises are engaged as service operators to incorporate a wide variety of people-based, innovative social service elements into social housing. The social housing movement initiated by the civil society aims to increase housing supply, enhance the living quality of grassroots families, and build a small community through the provision of social services to enhance the capacity and participation of residents.   After a few years of efforts on advocacy, development and operation, different social housing operators have, on one hand, acquired different experiences and, on the other, been constantly reflecting upon and consolidating their experiences. Community Housing Movement – Call for proposals on service operation for the project of Trackside Villa

Community Housing Movement is a new initiative of the Hong Kong Council of Social Service. We are committed to working with property owners, NGOs and social enterprises to provide affordable and decent transitional social housing. The project is aimed at not only meeting the temporary housing needs of the grassroots without support of public rental housing, but also enhancing their individual capacity, and strengthening their community network. Through the provision of social housing, tenants are empowered to live independently in the market or move to the public rental housing after the end of a tenancy. We are going to release 185 social housing units located at Tai Po Kau for operation. The flat size is around 27 to 48 m2. The lease term is 5 years. The tentative move-in date will be around August, 2020. Now a service operator is invited to help in two parts: (1) allocate and manage 51 flats, and (2) provide community social services to all households living in these 185 flats.
