Publication of 2020 – 2021 Research Brief

In order to get the practitioners of the sector to know the Council’s latest research findings and recommendations in a precise and concise manner, the Council has endeavored to publish Research Brief from time to time.  A new Research Brief Issue 1 and 2 for the year of 2020-2021 has just been published, introducing research titled “The Survey on Quality of Life and Service Need of Caregiver of Adult with Disability” and “Exploratory Research on the Obstacles Faced by CSSA Applicants”. Each research brief covers basic background of the core issue and policy significance of the research, followed by research objectives, research methods adopted and key research findings, so that readers are able to capture the key findings for reference. 1st Annual Conference on Policy Research and Advocacy

The social welfare sector is committed to the promotion of service and policy development through research and advocacy. In the past years, the Council has organized conferences and workshops in the theme of research or advocacy to introduce evidence-based practice and different advocacy strategies. Through sharing local wisdoms and overseas’ experience, we hope to promote exchange and learning among NGO practitioners. Unfortunately, the Conference & Workshop were cancelled last year due to the pandemic. The Council initiates the 1st Annual Conference on Policy Research and Advocacy this year. The theme of this conference is "Rooted in Fact: the Power of Research and Advocacy in the Social Welfare Sector" and we are glad to have Mr Lam Chiu-ying, the Chairman of Hong Kong Countryside Foundation as our Keynote Speaker. With the local practitioners' sharings, participants can explore the possibility of research and advocacy in the current social environment. Invitation to ‘Evidence-based Practice Social Work Target Group Need Assessment Workshop’: ‘Caregiver of an Adult with Disabilities’

The discussion and application of Practice Research have become more popular in the social service sector in recent years aiming at understanding needs of different population group. Based on the Survey on the Quality of Life and Service Needs of the ‘Family Caregivers of Adult with Disabilities’ completed in 2019-2020, Mr Wong Wo Ping, our Council’s Chief Officer (Policy Research and Advocacy) is going to conduct the captioned workshop to demonstrate the skills in using MS Excel tool for basic data analysis to manage their own dataset including identifying caregivers’ overall profile and high risk caregiver groups, thereby strengthening the interested practitioners in evidence-based practice. 誠邀出席「實證為本的社會工作研究沙龍」﹕以「設計思維」進行社會研究及設計

Invitation to participate in the Roundtable on “Rental Allowance and Tenancy Control of Sub-divided Units’

In the last year’s Policy Address, the government proposed to ‘study on Tenancy Control of Sub-divided Units’ and ‘to provide cash allowance for eligible applicant households which have been queuing for public rental housing for over 3 years (Rental allowance)’. The Hong Kong Council of Social Service (the Council) has always been concerned about the housing problem of the grass-roots, and hopes to make feasible suggestions for alleviating the life pressure of grass-roots residents living in private housing. In view of this, in order to promote the exchange of opinions on the above two policies in the sector, the Council would hold a roundtable meeting on ‘Rental Allowance and Tenancy Control of Sub-divided Units’ on December 16. The meeting would be divided into two sections. The first section is about the rental allowance scheme to be implemented by the government in the middle of next year. The second session is to understand the main concerns and recommendations about Tenancy Control of the sector.
