Introduction Hong Kong Dialogue is an annual initiative of Youth Co:Lab co-led by United Nations Development Programme and Citi Foundation. The Hong Kong Council of Social Service is the host of the Hong Kong Dialogue this year, where a 2-day conference will be held on the theme of Making Progress in Fostering Equalities in February, 2020, with a view to examining the needs of marginalized and disadvantaged children and youth and identifying solutions to enhance inclusion and ensure equal opportunities and outcomes for them, with a particular focus on three marginalized groups including children and youth with special education needs, ethnic minority youth, and youth with aspirations deviant from the mainstream.
