The Hong Kong Council of Social Service (The Council), as a social housing intermediary platform, has been actively promoting social housing since 2017. The Council has been implementing the "Community Housing Movement" and the "Modular Social Housing" projects, hence engaged different community stakeholders into the movement. Both projects make use of idle properties or lands to conduct various social housing experiments. Meanwhile, different social welfare organizations and social enterprises are engaged as service operators to incorporate a wide variety of people-based, innovative social service elements into social housing. The social housing movement initiated by the civil society aims to increase housing supply, enhance the living quality of grassroots families, and build a small community through the provision of social services to enhance the capacity and participation of residents.   After a few years of efforts on advocacy, development and operation, different social housing operators have, on one hand, acquired different experiences and, on the other, been constantly reflecting upon and consolidating their experiences. The Hong Kong Council of Social Service is conducting a study on “Proposals on Tenancy Control” to collate and examine the recent proposals of local social service sector on tenancy control and related topics, for the Policy Bulletin Issue 29. As in the past, the Policy Bulletin will be uploaded to Council's website and as printed copies for free access by the Government, the social service sector, academic sector and the general public.      The Policy Bulletin hopes to provide a more comprehensive overview of the topic, to help present the sector's concerns on relevant topics, and to  promote stakeholder exchanges. Whether this article can be completed comprehensively and successfully depends on the support of agency members. The NGOs Salary Survey 2020 are now open for Agency Members to join. NGOs Salary Survey has been started since 2004 and has supported over 120 participating agency members last year in making informed choice for making important HR decisions. To encourage more agency members to take part in the surveys, the Council will continue to waive the joining fee of the participating agencies. Moreover, participating agencies will be entitled to receive one full report, which is not for sale for non-participating agencies, and have free seats in the Survey Results Release Session.   Last year, a total of 122 Agency Members participated, which covered about 65% of the employees of HKCSS Agency Members.
