1          Confirmation of minutes of the last meeting

Minutes were confirmed without any amendment.

 

2          Matters arising

2.1         Issues of quality assurance of Residential Care Home for the Elderly  (RCHE) & Residential Care Homes for Persons with Disabilities(RCHD)

Regarding to the service quality of the residential service, Labour and Welfare Bureau had already committed to review the Residential Care Homes (Elderly Persons) Ordinance (the Ordinance).  The proposal of creating a new post of Assistant Director for the service quality assurance had been approved in the Welfare Panel of Legislative Council (LegCo). Following up on the review of the Ordinance would be one of the duties of the new AD.

 

3          For discussion

3.1         Hong Kong 2030+

Regarding to the Hong Kong 2030+ Consultation, the Planning Department wished to engage the welfare sector through the Council. Mr Keith Wong and Mr Charles Ho from the core business of Policy Advocacy and Research briefed members on the background. The consultation would be ended on 30 April 2017. A briefing session would be held on 8 February 2017.

The issue would be taken care by the Standing Committee on Policy Advocacy and Research. Views from different Standing and Specialized Committees would be collected. To make the views more focusing, the discussion would be divided into 3 parts: (1) land use, (2) planning standard and (3) planning mechanism. During the meeting, members shared their preliminary thoughts on the consultation, for example, flexibility of the land use, universal design for different kinds of people, accessibility to the social service, environmental protection, etc. Members were welcome to send their views to Mr Keith Wong by mid March after reading the whole set of consultation paper.

 

3.2         2017 Policy Address

The Policy Address was released on 18 January. The press release of the Council in responding the Policy Address was tabled for members’ perusal. The Hong Kong Rehabilitation Programme Plan (RPP) was mentioned in this year’s Policy Address. The Council and The Hong Kong Joint Council for People with Disabilities had sent a letter to LWB to address the concerns on the formulation of the RPP and the importance to have the participation of the welfare sector. For the Comprehensive Social Security Assistance (CSSA) Scheme, it was good that the requirement of “bad son statement” would be scrapped. However, the eligible age for elderly CSSA would be raised from 60 to 65, which aroused much surprise and concern.

 

4          For Information

4.1         2017 Best Practice Awards in Social Welfare

A briefing session was held on 20 January 2017. Prof Steven Ngai, Organizing Committee member and adjudicator of the Awards, was invited to introduce the Awards and share some tips in preparing for reports of the Awards. 45 representatives from 26 agencies attended the briefing session that day. The application deadline would be on 20 February 2017 and the participated NGOs should submit the 3-page project summary by 20 March. Members were invited to nominate their outstanding projects to competing for the Awards.

The progress of each team was illustrated in the report.

5.1         2017 Welfare Agenda and Priorities Setting (WAPS) Exercise

The workflow of 2017 WAPS was tabled for members’ perusal and it was similar as the previous year. The annual meeting of WAPS would be held on 21 June 2017. District welfare forums would be held by SWD in February and March 2017. Each Specialized Committee should start the discussion on the proposed agenda and submit the 1st draft in March 2017 for further discussion.
