1.   Welcoming new members 

Dr John FUNG welcomed all new members to the Committee, and continued to chair the meeting for the election of new chairpersons.

 

2.   Election of Chairperson and Vice Chairperson 

Dr FUNG Cheung Tim was elected to be the Chairperson and Mr KWOK Lit Tung was elected to be the Vice-chairperson 

Since both Chairperson and the vice Chairperson were not present, Dr John FUNG continued to chair the meeting.

 

3.   Confirmation of Agenda and Minutes 

The Agenda and minutes were confirmed without amendment.

 

4.   Highlights of work units 

4.1  NGO Governance Platform Project (HKCSS Institute)

Dr John Fung introduced the platform as a new initiative to support capacity building of board members of NGOs. The project proposal was submitted to the Lotteries Fund awaiting approval (Post meeting note: the proposal was approved by the LF and the Council will start the project in year 16/17) 

Dr Fung reported that the Council had formed a delegation recently to attend a Trustees’ Conference in the UK. Subsequent visits were also paid to organizations supporting NGOs’ board members. Experts were identified for future liaison. The Council will further develop the platform of governance for the benefits of NGOs in Hong Kong. 

4.2  NGO Hub (Membership Liaison and Service) 

4.2.1    Ms Cheung Lai Wah introduced the key functions of the team, and acknowledged that both the obligation and rights of members. In particular, the membership team was assigned to collect membership fee and reports from member agencies. Meanwhile MLS team addressed the concerns of NGOs through working out collective solutions with multi-stakeholders participation. For example, recent concerns about the coin carts and bank charges for the handling of flag bags had been addressed.

4.2.2   The MLS team was working on a funding proposal for the Jockey Club Charity Trust to provide a range of supportive services for small NGOs. According to the plan, some 30 NGOs will be sharing a collocated office and 70 NGOs will take part in the services provided in the Hub, covering areas such as governance, management, strategic development, finance, network building, etc. The methods of work and criteria for in-taking NGOs into the HUB were introduced.

 

4.3  ICSW North East Asia Regional Conference

(International & Mainland China Affairs) 

4.3.1   The Council hosted the biennial Conference in early November. Speakers from Korea, Japan, Taiwan and Hong Kong shared and exchanged the long-term care service development and the challenges facing in the region. A Gala Dinner was also held after the Conference. 

4.3.2   ICA has organized a delegation to Guangzhou and Shenzhen from 12-14 October 2015, with 7 agency visits on elderly service were arranged. A meeting with Department of Civil Affairs of Guangdong Province was held to exchange the new policies and development of elderly services in Guangdong Province. Several visits and exchanges had been held, such as the delegation from Neimenggu government bureaus, representatives of China Philanthropy Research Institute, Qinghai government bureaus and Shenzhen Statistic Bureau in November 2015. 

4.3.3    The Council’s proposal for symposium “Social Protection and Poverty Alleviation in Affluent Societies in Asia-Pacific Region” has been accepted by SWSD 2016. The Symposium would be held during the Conference in late June 2016, which aims to engage practitioners who are working on social protection and poverty issues in Asia-Pacific region. 

4.4  Various Development Projects (Information Technology Resource Centre) 

4.4.1   Tony Lee reported that ITRC Forum will be held on 10 Dec 2015 at Cyberport with renowned speakers. 

4.4.3    ITRC is exploring how it could conduct a new digital inclusion award without government funding. Tertiary institutions will be invited to join the competition and winners will be recommended to seek the Social Innovation and Entrepreneurship (SIE) Fund to carry out their digital inclusion ideas. The idea of matching fund will also be explored. 

4.4.4    A subsidy programme is being discussed with the telecommunication carriers to support the under-privileged. 

 

5.   Selection of representatives to serve in various Steering Committees and Task Groups

After much deliberation, the following members of this Standing Committee had been selected to serve in various Committees:

5.2    Steering Committee for the HKCSS Institute – Ms Susan CHAN

5.3    Steering Committee for Joint Insurance Scheme – Ms Alice LEE

5.4    IT Business Committee – Mr Johnnie CHU

5.5    Steering Committee on Work in Mainland China – Ms Noel YEUNG

 

6.   Cooption of new members 

After much deliberation, considering the suggestion from ExCo to increase the participation of non-subvented member NGOs to join the governance of the Council, members opined that we should appoint two representatives from non-subvented NGO members, one being on a two-year term and one being on a one-year term. 

(Post meeting note: the Executive Member of Hong Kong People's Council on Housing Policy, Mr James WONG Man-tai (黃文泰先生) and the Director of Life Workshop, Mr CHUN Shing-chi (鍾承志先生) were co-opted to serve in this Standing Committee on a two-year term and one-year term respectively. Both have accepted the appointment.) 

 

7.   A.O.B.

7.1  A HKCSS Convention will be held on 10 May 2016 at Hong Kong Convention Centre and papers are welcome.

7.2  According to the on-site audit in SQS, some NGOs had never been selected by Social Welfare Department under the random checking system. In this manner, SWD will pay visits to NGOs compulsorily.
