1          Confirmation of minutes of the last meeting

Minutes were confirmed without any amendment.

 

2          Matters arising

2.1         Business Plan 2015-16

The captioned business plan was shared for members’ perusal.

 

3          For discussion

3.1         Policy Address 2015

Policy Address 2015 was announced on 14 January 2015. Members supported the Council to invite Ms Annie Tam, Permanent Secretary for Labour and Welfare, to elaborate the welfare related items of Policy Address. Date and time were to be confirmed but tentatively to be held in February or March, after the Budget Speech.

 

3.2         Welfare Agenda and Priorities Setting Exercise 2015 (WAPS)

Annual meeting of WAPS would be held in the morning on 3 June 2015. As committed last year, SWD would share a progress report in response to the previous proposal made to them. The report would be ready after the Budget Speech.  Cross-bureau platform could be arranged before or after the WAPS forum for specific subjects. Specialized Committees of each service would be allowed to raise 3-4 agendas for this year’s WAPS. SWD agreed to provide some relevant statistics. Details could be further discussed with Assistant Directors of respective services.

 

4          For Information

4.1         Concerns on poverty of people with disabilities (PwDs)

A press release on captioned issue was enclosed for members’ perusal. Mr Kuo Chun Chuen recaptured the concerns and suggestions made to the Government, for example, urging the companies to pledge for employing PwDs, providing well-rounded support to employed PwDs, providing subsidy to PwDs whose pay was below the minimum wage, and extending the “Pilot Scheme on Living Allowance for Carers of the Elderly Persons from Low Income Families” to the carers of PwDs.

 

4.2         Concerns on care or protection order

Cooperated with Hong Kong Social Workers' General Union, Hong Kong Social Workers Association, Office of Hon Cheung Kwok Che and Office of Hon Fernando Cheung Chiu Hung, a forum concerning the Care or Protection Order would be held on 31 January 2015. Speakers with different professionals were invited. Over one hundred enrollments had been received.

 

4.3         Special project (vacant schools in Tai Po and Tuen Mun Districts)

LWB would launch a new special project of utilizing the vacant schools for welfare uses. Two vacant schools were identified, which were located in Tai Po and Tuen Mun. NGOs running elderly and rehabilitation services were welcomed to join the project. An informal brainstorming meeting would be held with LWB and SWD. Members were welcomed to attend. LWB would arrange the briefing for interested NGOs in end March 2015, while the invitation of proposals would be started in June 2015.

 

4.4         2015 Best Practice Awards in Social Welfare

Briefing session would be held on 27 January 2015. Adjudicator and previous winners would share successful tips and their experience in the session. Different from previous years, NGOs were required to submit a 3-page report for the 1st round adjudication. Only selected projects would be invited to submit a detailed report. With the funding support and collaboration with the media partner, winning projects would be further promoted to the public.

 

4.5         Progress report

The progress of each team was illustrated in the report. Ms Crystal Cheng highlighted the item#2 - Task Group on Manpower Shortage. Representative of the Task Group attended the special meeting of LegCo on Elderly Service Program Plan. Concerns on shortage of allied health professionals and personal care workers were raised. Besides, Department of Rehabilitation Sciences of the Hong Kong Polytechnic University had hesitation to continue the MOT and MPT programmes, due to the limited resources and teaching staff.

 

Ms Karen Yiu introduced item#7 - “Project +AD”: Employability Enhancement Program for Students studying Associate Degree Program. The project mainly targeted for the 2nd year students studying Associate Degree Program. Those students would be trained up with practical skills in caring SEN students. Paid internship would be provided. Members were reminded to register online if they were interested to offer placements for the AD participants.

 

For item#14 – Elderly Service Program Plan, a series of focus groups had been conducted to define the scoping of the ESPP. The consultant team would submit a report to Elderly Commission on 10 February and 2nd round engagement, including public engagement, would start from February as well.
