Minutes of the 5th Meeting of the Specialized Committee on Family and Community Service (2014-15) held on July 16, 2015 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.      Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on May 14, 2015 was circulated by email on June 17, 2015 and was confirmed with nil amendment.

 


2.      Matters Arising

       2.1    Welfare Agenda & Priority Setting (WAPS) 2015

2015福利議題及優次與家庭及社區服務相關之關注議題 (Paper 1) had been sent to members for information.

 

Mr Moses Mui briefly reported the welfare agendas updated after June 3 Forum:

i)      發展為離異家庭而設的親職協調專門服務;

ii)     設立處理體恤安置個案的專責服務隊;  and

iii)    少數族裔服務主流化

 

Ms Crystal Cheng opined that both the WAPS and government’s resource allocation exercise (RAE) is aimed at budget and policy-related issues rather than operational issues.  Thus, it was suggested to put the foci on policy level to attract more response from the government.  Moreover, members also agreed to emphasize the implementation of Family Impact Assessment framework in the future policy advocacy.

 

       2.2    Annual Submission for HKSAR Chief Executive

After proposing the agenda discussed in last meeting to the Council's Policy Research and Advocacy Team, the following two agenda related to family and community service (paper 2a & 2b),

i)        加強在職家長支援、紓緩家庭生活壓力;  and

ii)       建立社區網絡能力、支援發展新社區;

were finalized for the Annual Submission for HKSAR Chief Executive in 2015.

 

       2.3    Microfilm on Family Harmony

Mr Moses Mui reported that microfilms (eg. 《以前以後》and《我的女兒》) planned by Wise-giving Team of the Council had been finalized and published through multi-media.

 

To create bigger impact in making use of the microfilms, it was agreed to collect proposed reflection questions from the sector.

 

(post-meeting note: invitation of contributing reflection questions was sent out to members through email on July 23, 2015)

 

3.    For Discussion

       3.1    Sharing on UK Trip on Supporting Divorced Family

A Study Visit on Supporting Divorced Family in UK was organized in June 2015.  The insights gained from the trip was shared by Mr Christopher Tang with a powerpoint consisting:

i)      Overview on the Study tour;

ii)     Lone Parent Family Highlights;  and

iii)    Major Concerns on Implementation of PR Model;

and supplemented by Dr Lau Yuk-king.  The report-back session would be held in September 2015.

 

3.2   Advocacy on Co-parenting

3.2.1    Moses Mui reported that he had been invited as a co-opted members of the Working Group on the Follow-up Actions relating to the Law Reform Commission Report on Child Custody and Access Social Welfare Advisory Committee (SWAC).  An overview of the working group (paper 3) consisted of the terms of reference, latest progress, publicity measures / education work conducted by SWD as well as membership had been sent to members for information.

 

            He added that  the public consultation on the proposed Children (Parental Rights and Responsibilities) Bill would be conducted by end of 2015. And hopefully, the Bill will be introduced into LegCo within the current term of the Government. by 2017 CE election.

 

            Regarding the "child contact centre", members requested further exploration on its functions for further discussion in the Committee.

 

            As for the pilot psycho-educational programmes to be delivered in a number of SWD IFSCs and FCPSUs in 2nd and 3rd quarters of 2015, members would be updated with the findings.

 

            Members agreed that if SWD adopt the "children's right" concept in divorced family service, the Committee should continue to pursue the proposed specialized team to fill the service gap.

 

3.2.2    Ms Sally Pang, convener of the Task Group highlighted the 2nd meeting was held on July 6, 2015.  Sharing on the Study Visit on Supporting Divorced Family in UK was on the agenda and relevant issues were discussed.

 

3.2.3    A leaflet on "The Third Children's Issues Forum" was tabled for members' reference.  Moses informed the members that the organizer was offering a charity's registration fee, HK$1,200 to NGOs participants.

 

       3.3    Family and Community as Election Agenda (LegCo 2016, CE 2017)

"2012年行政長官選舉政策建議" was tabled for members' reference.  Mr Moses Mui made a brief introduction.

 

Members suggested to request a long-term 5-year plan for the stability of necessary support service, especially a mechanism to implement successful pilot services to permanent services.

 

Mr Moses Mui would stock-take the outstanding and accepted items in the 2012 proposal for members' discussion in the next meeting.  The Council would commence formal discussions in late 2015 and the finalized proposal would be submitted to HKSAR CE candidates in mid-2016.

5.    Progress Update

The Progress Report (June to July 2015) of the Family and Community Service, Service Development (paper 4) has been sent to members for information.

 

The Report included the following items:

i)     Study Visit on Supporting Divorced Family in United Kingdom;

ii)     Training Course for Frontline IFSC Social Worker;

iii)    Issues of Domestic and Sexual Violence for Ethnic Minority;

iv)   Happy Family Kitchen Movement.

 

Mr Moses Mui explained to the members the need of the training course for frontline IFSC social workers.  He added that the focus group session held on July 10, 2015 with frontline workers was very fruitful.  The course would be co-organized with HKCSS Institute.

 

Ms Lynn Law reported the progress of the Network of Ethnic Minorities Service, especially the interpretation problem the Ethnic Minorities were facing.

 

Mrs Helina Yuk reported that the need of inflation increase in funding of 4 new arrival service teams would be resolved in the coming CD Forum.  The outstanding team was still pending since July 24, 2014.

 

6.    Any Other Business

Mr Moses Mui updated that the Council had sent out a memo to stock-take related services for SEN provided by agency members.  He would circulate that memo to Committee members to encourage their submission of such information.

 

7.    Date of Next Meeting

The next meeting would be held on September 17, 2015 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.

 

There being no other business, the meeting was adjourned at 5:48 pm.
