Minutes of the 1st Meeting of the Specialized Committee on Family and Community Service (2014-15) held on November 19, 2014 (Wednesday) at 10:00 am in Room 1410, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.      Welcoming and Introduction

Membership list of the Committee 2014-2016 (paper 1) had been sent to members for reference before the meeting.  Members introduced themselves to each other.
Mr Moses Mui, welcomed all new members.

 

2.    Structure and Terms of Reference of Specialized Committee

Structure of the Specialized Committee on Family and Community Service (paper 2) and  Terms of Reference of Specialized Committees (paper 3) had been sent to members for information.  Mr Moses Mui briefed members on the composition of the existing networks.  He highlighted the terms of office when introducing the Terms of Reference.

 

3.    Election of Chairperson and Vice-chairperson;

       Appointment of Representative to Standing Committee on Service Development and Liaison

Mrs Helina Yuk was elected to be the chairperson whereas Ms Iris Liu and
Ms Tammy So were both vice-chairpersons of the Specialized Committee for 2014-2015 respectively.  Hence, Mrs Yuk would represent the Committee to join the Standing Committee on Service Development and Liaison as ex-officio member in 2014-2015.

 

4.    Cooption of Members

Mrs Helina Yuk appreciated the continuous support of the 4 coopted members,
Dr Lau Yuk-king, Ms Wendy Hon, Mr Fu Tsun-hung and Ms Agnes Ng.  As
Ms Karrie Chan had served the Committee for the past 2 terms of office, members suggested co-opting for another member from the Network on Ethnic Minorities in the coming 2 years.  Council staff would follow-up with the invitation.

 

5.    Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on September 29, 2014 was circulated by email on November 6, 2014 and was confirmed with nil amendment.

 

6.    Matters Arising

6.1     Consultation on Discrimination Law Review

Members were noted that the submission deadline of the consultation were extended to the end of October, 2014.  The Council's submission "對歧視條例檢討諮詢文件的回應" had been sent in mid-October 2014.

 

6.2     Providing Bilingual FSAs on SWD Website

To further comment on "在社會福利署網頁內《津貼及服務協議》的中文譯本" ,
Mrs Helina Yuk encouraged members to study the interpretation thoroughly and return feedback, if any to SWD directly.

 

7.    Progress Update - Half-year Progress Report (April to September 2014)

The Half-year Progress Report (April to September, 2014) of the Family and Community Service (paper 4) has been sent to members for information.

 

Mr Moses Mui presented a powerpoint to highlight the following items to members:

i)     Welfare Agenda and Priority Setting 2014:  the 4 foci of the Committee;

ii)     Family Impact Assessment:  CPU would have further studies;

iii)    Family Symposium:  multi-disciplinary exchange on divorce and co-parenting;

iv)   Council's Response to the "Consultation Paper on the Review of Multi-disciplinary Case Conference on Suspected Child Cases (MDCC)":  the SWD’s task group will make the draft of revised guideline, and further collect stakeholders’ views in early 2015.;

v)    Advocacy for Ethnic Minorities:  Chinese as Second Language framework;

vi)   Participation in overseas events:  The 8th Annual Conference of the International Society for the Study of Drug Policy cum Study Visit;

vii)   Substance Abuse Service:  consultations on the 7th three year plan on drug treatment and rehabilitation;

viii)  Council's submissions concerning family and community service;

ix)   NGO Forum on Community Development;  and

x)    Meeting with Equal Opportunities Commission (EOC)

 

8.    Initial Discussion on Business Plan 2015-2016

8.1     Further to Council's submission of "Proposal on Specialized Service for Divorced Families" to SWD on August 29, 2014, members shared that 2 agencies had already started project-based services for divorced families. To follow-up with Council's submission, members suggested to highlight that 2 pilot specialized teams would be needed to develop the protocol/manual for all IFSCs. 

 

On the other hand, funding support would be sought from Jockey Club for public education.  Some members suggested that public education should be focused on child welfare, without normalizing divorce.  Besides, training for the sector should also be planned, and built-in research should also be considered in the project It was agreed that a Steering Committee would be formed to steer the implementation once the project is confirmed.

 

8.2     As mentioned in Progress Update, Review of Multi-disciplinary Case Conference on Suspected Child Cases (MDCC) was approaching the final stage.

 

8.3     Members noticed that there would be some new public estates in the near 5 to 10 years.  Support service would be needed for these “new communities” through collaboration with Housing Department.  Hence, experience sharing and model building was encouraged in the sector.

 

8.4     The Network on Substance Abuse would continue to pay close attention to the development of RESCUE Drug Testing Scheme.

 

8.5     The proposal on the Happy Family Kitchen Project (phase 3) 「全城運動」had been submitted.  In this phase, the focus would be enriching family holistic health.  SWD would be one of the major partners.

 

          Members suggested to recruit "Happy Coach" in the districts of Wong Tai Sin in where a number of trainers were trained on positive psychology.

 

          Moreover, elements like family economy and child care would also be the project themes.

 

9.    Any Other Business

9.1     《巿區重建社區服務隊十五年回顧》出版刊物計劃書was tabled for members comment.   Members recommended to invite the Urban Renewal Authority as editorial consultant.  Article concerning/from Housing Authority in chapter 3 was also suggested.   Members’ suggestion will be channeled to the concerned working group and the proposal will be submitted to the Urban Renewal Fund later.

 

9.2     Regarding of members’ expectation on the Standing Committee, it was suggested that revisiting welfare planning mechanism should be one of the major foci in the coming year.  Members showed concern on the limitation of Welfare Agenda and Priority Exercise.

 

10.  Date of Next Meeting - Proposed Meeting Schedule

A proposed meeting schedule (paper 5) was sent to members for discussion.  There were some suggested changes of date and time for the 2nd and the 3rd meeting and would be confirmed after checking with the venue availability.

(Post-meeting note:  the next meeting would be held on January 19, 2014 (Monday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.)
