Technology and especially
Information Technology (IT) is increasngly being used to improve the quality of life of people
with disabilities. In Hong Kong, there are a number of non-profit
organizations which provide such technical services to the disabled
community. Assistive devices can be designed or adapted to meet
the specific needs of individual users, of groups of users or of
communities.
The Working
Group on Rehabilitation Engineering Service Coordination
(RESCO)
RESCO
comprises a consortium of the following rehabilitation engineering

Some other
agencies also provide specialised services involving rehabilitation
engineering and employing assistive technologies. Contact addresses

How to use the service?
You may be
sufficiently well advised as to be able to contact the relevant
agency directly. However, should you require general information
on the nature of the services available or advise on the best way
to obtain a specific service from RESCO, you should contact the

Clients without
medical/therapist recommendations for equipment are encouraged to
approach Rehabaid first.
Rehabaid
_ Hospital
Authority
Rehabaid provides specialty rehabilitation and resource
service for people with disabilities and health care professionals.
A computerized database which collects the most comprehensive information
on the supply of technical aids made locally and overseas are maintained.
The centre's occupational therapists and physiotherapist offer impartial
advice on the suitability and availability of technical aids. Over
one thousand current samples are available for assessment in the
following two service centres:

Association
for Engineering and Medical Volunteer Services (EMV)
EMV is the first of its kind in Hong Kong to be
formed by professionals who are interested in voluntary engineering
and medical services. EMV offers a comprehensive service for disabled
persons which ranges from the provision of clinical assessment to
the design, fabrication and installation of technical and computer
aids for individual disabled persons and rehabilitation agencies.
It also takes up repair and maintenance for rehabilitation aids.

Industrial
Centre (IC) _ The Hong Kong Polytechnic University
The IC has
at its command a large reservoir of experienced multi-disciplinary
staff expertise as well as a comprehensive range of technologically
advanced, industrial, design and manufacturing facilities and equipment.
The IC is well suited to undertake batch production of rehabilitation
devices/aids and heavy metal or machinery work. In addition, IC
also undertakes applied research and development projects; `design
and make' of aids or production items; gives advice/consultancy
related to adapting equipment/machines for use by disabled persons;
runs special technical courses; and provides specialist training.

Jockey
Club Rehabilitation Engineering Centre (REC) _ The
HK Polytechnic University
REC welcomes enquiries, requests and referrals from
professionals associated with the disabled as well as from the concerned
public. Examples of devices developed and produced in REC include
communication aids, computer access devices, mobility aids, adaptation
of industrial equipment, therapeutic and training aids, and many
others. The engineering staff at REC all have post graduate qualifications
in biomedical engineering and are experienced in working with disabled
persons and their professional care providers.

Tang Siu King Memorial Workshop _ The Spastics
Association of Hong Kong (sahk)
The Tang Siu King Memorial
Workshop of SAHK provides the following services:
wheelchair repair and maintenance, orthoses, adaptive seating, and
other posture supports, maintenance of computer and electronic equipment,
fabrication of simple electronic devices and rehabilitation computer
software.

Kong Blind Union
The Education & Resources
Centre of the Blind Union plays an important role
in promoting technology and electronic aids for visually impaired.
The Centre provides a wide range of elctronic equipments i.e. micro-computer,
braille terminal, optical reading machines, optical character recognizer
and etc.. The centre holds regular computer courses which aim at
encouraging members' computer knowledge. The centre also sets up
the BBS for members to communicate and to get the most update information.

The Hong Kong Society for the Deaf operates an Audiological
and Technical Services Unit which provides the following services

Kong Society for the Blind
The Carolina Gutterres Technical and Advisory Services Centre of the Hong Kong Society for the Blind is a major technical aids resource
centre for the blind in Hong Kong. Services include information
service, advisory service, training for the use of aids, helping
the blind to order specialized equipment, equipment loan service
and the co-ordination of research, design and production of aids.

Technical Aids and Resource Centre (tarc) Vocational
Training Council
TARC is
established to provide disabled persons with and advise them on
special aids and resources in order to assist them to secure and
sustain employment or to complete their vocational training. Its
services include :

- Modification and adaptation of practical facilities
in training or industry to meet the particular needs of

Authority
The Hospital Authority
provides to the public a wide range of "Rehabilitation
Engineering Services" through various Allied Health Departments
such as physiotherapy, occupational therapy, audiology, podiatry,
speech therapy and prosthetic-orthotic departments. The prosthetic-orthotic
department is our main provider in the following services:
- upper and
lower limbs prostheses
- spinal, upper and lower limbs orthoses
- walking and standing aids
- wheelchair and seating adaptations
- contoured seats
