The Chief Executive pledged last year (2007) to study the long-term welfare development planning through the Social Welfare Advisory Committee (SWAC) and the participation of the welfare sector. The Chairperson of SWAC has earlier sent out an invitation for written submissions to NGOs, social workers' organizations and users self-help groups appealing to their contributions to this meaningful task. The HKCSS organized a "Long-Term Social Welfare Planning Seminar" on June 2 and invited scholar and NGO representative, etc to speak on the subject. The 100+ participants were also divided into 6 focus groups to deliberate on specific issues.
