In view of the rapid social and economic changes in the past few decades, the Chief Executive has tasked the Social Welfare Advisory Committee (SWAC) to study the long-term development of social welfare in Hong Kong, in order to provide timely response to the ever-changing welfare needs of our society.
To kickoff the study, SWAC invited stakeholders in the sector to offer their initial views on a number of key issues pertinent to the study. In the light of the views received during the consultation, SWAC has set up a Task Group on Welfare Planning (Task Group) to take forward the study. With the assistance of the Task Group, SWAC has conducted an "environmental scan" to identify major issues and factors affecting the provision of welfare services at present and come up with a set of guiding principles and strategic directions for the long-term planning and provision of the welfare services at the macro level.
As an important next step in the study, SWAC has prepared a Long-term Social Welfare Planning in Hong Kong - Second-Stage Consultation Paper and is releasing it for another round of more in-depth consultation with the sector and relevant stakeholders. You are invited to send written comments on the issues identified, guiding principles and strategic directions proposed in the paper to SWAC by post, fax or email on or before 31 July 2010.
