There has been many international conventions applicable to Hong Kong. Some of them are ratified by the Hong Kong government and some are ratified by the Central People's Government of the People's Republic of China. The Article 39 of the Basic Law says:
"The provisions of the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, and the International Labour Conventions as applied to Hong Kong shall remain in force and shall be implemented through the laws of the Hong Kong Special Administrative Region"
After the Council's restructuring in 2001, one of the major functions of the Council is to monitor the implementation of welfare-related international Conventions in Hong Kong. The Standing Committee on International and Regional Networking has decided to study some of the most important international conventions that are deemed most relevant to the sector and monitor their implementations in Hong Kong.
Currently, the Hong Kong Government has been compiling reports on 4 sets of such Conventions. They include:
International Covenant on Economic, Social and Cultural Rights (ICESCR)
Convention on Elimination of All Forms of Discrimination Against Women (CEDAW)
International Covenant on Civil and Political Rights (ICCPR)
