With support from the Ministry of Civil Affairs PRC, Shanghai Civil Affairs Bureau (SCAB) organized a NGO Fair namely Charity and Philanthropy Partnership Day on 25 November 2011 in Shanghai. HKCSS was invited to co-organize a half-day summit forum to share the experience in promoting NGO-Business partnership in Hong Kong. Mr. NG Shui-lai, Executive Committee of HKCSS and the Senior Advisor of Mainland China Affairs shared the experience of cross-sector cooperation in social service in Hong Kong. And Dr. John FUNG, Business Director (Sector and Capacity Development) of HKCSS and Mr. Tony Tai, General Manager, IBM China/Hong Kong Limited introduced the multi-cooperation of Digital Inclusion in Hong Kong.

Visitation of Guangdong Association of Social Workers and Guangdong Committee of Social Work (10 November 2011) |

To promote the development of social welfare between Guangdong and Hong Kong, HKCSS visited the Guangdong Association of Social Workers and Guangdong Committee of Social Work in Guangzhou on 10 November 2011. The meetings shared social welfare and social service development in Hong Kong and Guangdong and established closer relationship and cooperation in welfare sector of two regions.

The First National (Shenzhen) Enterprise Social Work Development Seminar (21 October 2011) |

With support from the Shenzhen Municipal Civil Affairs Bureau and the China Social Work Association, Shenzhen Association of Social Workers organized the First National (Shenzhen) Enterprise Social Work Development Seminar on 21 October 2011 to promote the development of enterprise social work, and to explore and build a platform and a path for the development of enterprise social work. Ms Belinda Hui, Chief Officer of International and Mainland China Affairs of HKCSS was invited as one of the guest speakers of the forum to share Caring Company Scheme of HKCSS on promoting cooperation between Government, corporate and public as well as corporate social responsibility in Hong Kong

| Capacity Building Programme for Shenzhen Social Workers’ Association (SSWA) (July 2011) |

The Council has signed the agreement with SSWA and provided 2 training programmes to SSWA with an aim to strengthen their capacity for further development during July 2011. The training programmes aimed at equipping them with better knowledge on social welfare system, project management, promotion and advocacy, etc. They were also arranged to visit Social Workers Registration Board and other NGOs. |

Expert Seminar cum Study Visit on Promoting Corporate Participation in Charity (12-14 May 2011) |

The Council has co-organized an Expert Seminar cum study visit with the PRC Ministry of Civil Affairs in Shanghai from 12-14 May 2011. The Council shared its experience in organizing the Caring Company Campaign at the seminar and invited some representatives from the Social Welfare Department, business sector (Cathy Pacific, Disneyland, Power Assets and Bank of East Asia) and NGOs to share their practices and experience. |

Sharing Session with HKSAR NPC (16 February 2011) |

The recently announced “Twelfth Five-Year Plan” highlighted the future planning in social development, a sharing Session was held before the NPC and CPPCC meeting on 16 February 2011 with HKSAR NPC deputies to share Mainland-Hong Kong Cooperation and Cross-border family issues. 8 NPC deputies such as Mr. Bernard Chan, Mrs. Fanny Law, and Ms. Choy So Yuk attended the session and listened to the feedback and concerns of the participants on these matters. |

New Publication: “Social Services: from Economic Security to Social Care” (January 2011) |

Compiled the speeches and essays in the “Harmonious Society and Social Work Conference” held in the Dongguan, China in August 2009, The Hong Kong Council of Social Service together with Guangdong Civil Affairs Department and Zhongshan University published “Social Services: from Economic Security to Social Care” in January 2011. This book is divided into five main themes: International Experience, Hong Kong Experience, Guangdong Practice, Hong Kong-Guangdong Cooperation and Experts’ Views, showing how the social services of Hong Kong promote the development and capacity building of non-profit organizations, as well as direction and strategies of social service development in China.

Paper submission to the National Development and Reform Commission concerning the “Twelfth Five-Year Plan" |

The “Twelfth Five-Year Plan” was recently announced, addressing the future 5-year planning of creating an environment for more sustainable growth by prioritizing more equitable wealth distribution, increased domestic consumption, and improved social infrastructure and social safety nets. The Hong Kong Council of Social Service submitted a paper to the National Development and Reform Commission (NDRC) stating the difficulties of Hong Kong NGOs in providing social services in Mainland China with relevant policy suggestions.

To celebrate the 60th Anniversary of The Hong Kong Council of Social Service, Professor Lui Tai Lok was invited to write the captioned book demonstrating the development of Hong Kong NGOs as well as the relationship between NGOs and development of Hong Kong society in past 100 years. In the Booking Launching Ceremony on June 13, Prof. Lui together with advisory board members of the book Prof. Nelson Chow, Mrs. Patricia Chu, Mr. Ng Shui-lai, Prof. Fung Ho-lup and Ms Christine Fang (other members include: Mr. Ngai Kong-yiu and Ms Nora Yau) share their experiences in different aspects of social service.

Improving people’s livelihood, promoting social work and social development are not only hot topics in the coming NPC and CPPCC annual meeting, but also clearly stated in the government report of Premier Wen Jiabao. Hence, we have invited Mr. Bernard Chan, Mrs. Fanny Law, Ms. Maria TAM (deputies to the National People’s Congress) and Dr. Rosanna Wang (member of Chinese People's Political Consultative Conference) to share recent social development in China, and exchange experiences and ideas of Hong Kong NGOs as service providers in Mainland China.

The HKCSS has signed the Memorandum on a Closer Cooperation between Hong Kong and Mainland China on Social Service in Jan this year. With reference with the framework, Dr. Wang Zhenyao, Director-General of Department of Social Welfare and Promotion of Charities Ministry of Civil Affairs, PRC, led a delegation to take part in the HKCSS’s a series of activities. One of them was “The Sharing session on how to facilitate the development of charity work between the Mainland and Hong Kong” on 26 Mar, 2010. Hong Kong personnel actively expressed their ideas to the delegation on the topics. Dr. Wang summarized several ways of cooperation with the HKCSS in the next stage. They were, 1. Setting up a online perform for an exchange of professional knowledge management; 2. Launching trial social service projects; 3. Publication of a series of practical social services books; 4. Facilitating the cooperation between Hong Kong and Mainland universities in conducting applied research.

To facilitate a better social services development in the Mainland China, the president of the Hong Kong Council of Social Service, Mr. Bernard Chan, led a delegation to meet Mr. Dou Yu Pei (竇玉沛) of the Ministry of Civil Affairs Bureau, Beijing, further to discuss a closer cooperation between two sides. A memorandum has been signed on 5 Jan 2010. Three areas of consensus are included:

"The 5th Cross-Strait Four Regions Conference on Community Social Work Practices”

The 5th Cross-Strait Four Regions Conference on Community Social Work Practices was held in Dongguan, China in November. Social workers, scholars and officials from Mainland China, Hong Kong, Macau and Taiwan jointly participated the 2-day forum. Practitioners shared their experiences at their work and discussed the importance of community work in social development and found out the possible way-out in the future.

With the assistance of Dongguan Civll Affairs Bureau, the Hong Kong Council of Social Service, Guangdong province Civil Affair Bureau and Zhongshan University jointly held a 2-day conference on “” in Dongguan city in August. Participants from both borders take this valuable opportunity to share and exchange their work and experience on providing social service, in which for enhancing social well-being and societal harmony for the public. |

| The Delegation to Beijing June 2009 |

The Council organized a delegation to Beijing with the objectives of promoting positive engagement and collaboration with the Mainland social welfare sector and relevant government departments. Members of the Delegation visited Ministry of Civil Affairs of the PRC, China Charity Federation, China Disabled Persons’Federation, All-China Women Federation etc. A focus group on discussing social work and social development was also held for academic, NGOs and government officials to exchange their experiences in this area.

Mainland China is experiencing great social transformation and disintegration of traditional ways of social life. The New Pudong District, Shanghai has gone through tremendous changes in its social fabric, which shares similar developmental trajectories as Hong Kong’s. There is much room for NGOs in these Twin cities to exchange their experience and strategies.
Shanghai has also taken up Sichuan 512-quake re-construction work. It will be an opportunity for Hong Kong and Shanghai personnel to share their work in Sichuan.

Issues concerning the people's livelihood, social work and social development have become the focus during this year's annual sessions of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC). Premier Wen Jiabao also stressed the importance of paying closer attention to social development to ensure the wellbeing of the people and improve their lives in his government work report. He said that Chinese government would continue to give priority to addressing issues and challenges related to education, health care, employment, social security net and the system of low-rent housing.
Under this background, 4 invited speakers (2 deputies to NPC and 2 members of CPPCC) will share their insights and observations from the annual sessions and listen to the feedback from the Hong Kong social service sector. The objectives of the Sharing Session are: 1. Deliver the messages and discussions concerning the national development, people's livelihood, social work and social development during this year's annual sessions of the NPC and the CPPCC. 2. Exchange views with Hong Kong NGOs on national development and social service development in China such as the establishment of social work system. |
