Service Development (Family & Community) is responsible for the development of services, including family, community development, new arrivals, ethnic minorities and substance abuse. It now has 165 registered member agencies. A paper on the existing family and community situation and services is available for download.

Enhancing Family Resilience – Inspiration from Asian Experience
The Council has sent a delegation of six social welfare personnel to participate the 2nd Regional Symposium of Consortium of Institutes on Family in the Asia Region (CIFA) from November 26 to 28, 2010 in Tokyo, Japan. Apart from the delegates' sharing of their insight from the symposium, guest speakers from NGOs and Family Council will be invited to share their experience in enhancing family resilience in Hong Kong.
