Community Housing Movement –Call for proposals of 1. Ha Heung Road and 2. Po Wah Garden Project

Community Housing Movement is a new initiative of the Hong Kong Council of Social Service. We are committed to working with property owners, NGOs and social enterprises to provide affordable and decent transitional social housing. The project is aimed at not only meeting the temporary housing needs of the grassroots without support of public rental housing, but also enhancing their individual capacity, and strengthening their community network. Through the provision of social housing, tenants are empowered to live independently in the market or move to the public rental housing after the end of a tenancy.

After the flats on Kowloon side, we are now planning to offer new social housing flats which are located at Ha Heung Road (36 flats), To Kwa Wan, and Po Wah Garden (11 flats), Tuen Mun. A total of 47 units will be divided into 2 projects. The move-in date will be around August, 2018. 

NGOs and social enterprises interested in providing innovative social housing services and/or in becoming our recognized service operator are welcome to submit proposal on social housing service. During the operation period, the operator is also expected to work with the Council to evaluate the effectiveness and social impact, and to explore the long-term development of transitional social housing service in Hong Kong. Please submit the proposal on or before 5pm on 3thJuly, 2018 (Tue) by mail or by hand to 13G2, 13/F, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong. The proposal should be sealed with the title of the Project.
