Stair Climbing Service Pilot Programme

In order to meet the needs of ageing society and ageing in place, the Hong Kong Council of Social Service (HKCSS) is committed to promote the development of gerontechnology in recent years. There are numerous elderly, stroke patients and the physically impaired persons living in buildings without elevator in Hong Kong. Staircases are the significant barriers for them to attend medical visits and to maintain a healthy social life.

In 2018, HKCSS gain the support from the Keswick Foundation and Lee Hysan Foundation to co-organize the Stair Climbing Service with 4 partner NGOs, namely the Caritas Hong Kong, Evangelical Lutheran Church Social Service – Hong Kong, Hong Kong Christian Service and St. James’ Settlement. The 1-year pilot programme could help service users to leave home safely and conveniently to enjoy quality time in the community.

Target beneficiaries:

People with limited mobility and confined at home with no lift landing


Service districts:

Hong Kong, Kowloon and New Territories


Service hours:

Monday to Saturday       8:30am-6:30pm

Sunday & public holidays        (Exceptional cases only)


Service period:

April 2018 to March 2019



  • HK$10 per ride. Transportation surcharge is required for extended areas;
  • Users receiving support under the Comprehensive Social Security Assistance ("CSSA"), Old Age Living Allowance or Disability Allowance are exempted; 
  • Users who have financial difficulties could apply for fee exemption through the respective NGO.
