1          Confirmation of minutes of the last meeting

Minutes were confirmed without any amendment.

2          Matters arising

2.1         Mental Health Review Report

To facilitate the discussion among the sector on the captioned Review, the Council organized 3 exchange forums on 22, 27 and 29 June 2017.Representatives of Food and Health Bureau, Hospital Authority and Social Welfare Department came here to introduce the Mental Health Review Report for elderly service, children, youth and family service and rehabilitation service respectively. A total of 200 representatives from NGOs and service user groups attended those forums.  A written submission had been sent to FHB.

 

2.2         New Requirement from SWD on Reporting of Special Incidents

In response to the captioned issue, the Council had met with SWD on 24 April and sent the follow up letter to SWD to address and clarify the concerns. SWD accepted some of our suggestions and the revised form had been sent to concerned NGOs on 23 May 2017.  

 

3          For discussion

3.1         Social Housing

Mr Anthony Wong shared the preliminary plan on the social housing project. In the views of lack of transitional housing, the Council wished to approach the property developers to make use of the buildings which were waiting for redevelopment, then identify the service users with transitional housing needs and offer them a place with lower rent and supportive services. Besides approaching the property developers, members suggested urging the Land Department disclose the list of existing vacant premises regularly, so that the public could approach to utilize the premises.

 

3.2         Evaluation of 2017 Welfare Agenda and Priorities Setting (WAPS) Exercise

The annual meeting was held on 21 June 2017. Over 560 participants attended the event, including representatives from LWB, SWD, related advisory committee, NOGs and service users. After the consolidation of the ideas collected from different platforms, a written submission was submitted to SWD for consideration on coming resource allocation. Positive feedback was received, especially on the crowd management of a large amount of participants.  

 

3.3         Implications of the Report on Strategies review on healthcare manpower planning and professional development report 

Ms Crystal Cheng highlighted the core figures and recommendations mentioned in the captioned report. The Council would submit a response paper to the FHB. Verbal invitation had been made to Mr Fong Ngai of FHB for organizing a seminar for views exchange with the sector. For members’ information, members of Task Group on Manpower Shortage suggested meeting with Dr Lam Ching Choi, member of Executive Committee, to address the concrete request to tackle the manpower shortage problem.

 

3.4         HKCSS and SWD survey on personal care workers, wardens and home helpers

Joint hands with SWD, a survey on personal care workers, wardens and home helpers would be conducted in August 2017. A briefing would be held in August 2017 as well. Members reflected that there should be revamp on the staffing and creating a career ladder for the caring staff to attract more young generation joining the caring industry. 

 

4          For Information

4.1         2017 Best Practice Awards in Social Welfare

40 projects were selected to continue the 2nd round adjudication. The adjudication panels had been held on 4, 6 and 11 July, but we still needed few more weeks to finalize and endorse the result. Thus, the final result would be released by early September 2017.

 

4.2         Progress report

The progress of each team was illustrated in the report.

 

5          Any other business

5.1         Working visa for overseas speakers

Mrs Winnie Wong reminded members that all overseas speakers should apply for the working visa at the Immigration Department before joining any events of NGOs, no matter they were paid or not paid to be the speaker.

 

5.2         Public Consultation on Gender Recognition

In June 2017, the Inter-departmental Working Group on Gender Recognition released a consultation paper on gender recognition following its detailed study on gender recognition issues and invited views from the community on the issues.  The public consultation exercise would close on 31 October 2017.  Ms Crystal Cheng encouraged members to study the paper and further discussion would be made in next Standing Committee meeting. Also, the Council would organize a forum on the captioned consultation and member of the Working Group would be invited to be the speaker. Details would be shared once confirmed.

 

5.3         Review on Lump Sum Grant

As Mrs Carrie Lam mentioned reviewing the Lump Sum Grant in her manifesto, the Council would co-organize 9 engagement forums with Hong Kong Social Workers Association, Hong Kong Social Workers' General Union and the Hon Shiu Ka Chun. The forums would be held in 3 different districts, which were (1) New Territories West, (2) New Territories East and (3) Kowloon/ Hong Kong Island. Both NGOs and service users were welcome to join the forums.
