1          Confirmation of minutes of the last meeting

Minutes were confirmed without any amendment.

 

2          Matters arising

2.1         Hong Kong 2030+

Regarding to the captioned issue, the position paper was drafted and to be endorsed by Standing Committee on Policy Research and Advocacy. Finalized paper would be shared with members once ready.

 

2.2         Review of Procedural Guide for Handling Child Abuse Cases (Appendix 2)

The 1st consultation on the definition of Child Abuse and Handling Approaches was completed in March. The Council’s submission (appendix 2) had been sent to SWD. Besides, representatives from SWD joined the network meeting and collected the views from our network members as well. Views would be brought back to concerned task group for further consideration.

 

2.3         Consultation on Sexual Offences involving Children and Persons with Mental Impairment

The Law Reform Commission of Hong Kong has launched a consultation regarding Sexual Offences Involving Children and Persons with Mental Impairment and invited submission from the society. The Council had consolidated the views from the stakeholders and was preparing a submission. Submission would be circulated to members once ready.

 

3          For discussion

3.1         2017 Welfare Agenda and Priorities Setting (WAPS) Exercise (Appendix 3)

Preliminary views on the welfare agenda were collected from different platform in previous months. A wish list was formulated and submitted to SWD for reference. After the discussion at networks and specialized committees, 3-4 welfare agenda were identified. Theme list was tabled for members’ reference. Ms Crystal Cheng and COs highlighted the new items of the welfare agenda. The final proposal would be submitted to SWD in July.

Before the submission, the Council would organize an annual meeting with SWD in the morning on 21 June 2017.Since the seats were limited, members were reminded to indicate their interest in joining the annual meeting to the secretariat as soon as possible.  

 

 

3.2         Mental Health Review Report

The captioned report had been released recently. 40 recommendations were raised and 2 pilot projects would be conducted. A high level of advisory committee would be formed to monitor the progress of those recommendations.

A public hearing on the captioned issue would be held on 22 May 2017. The Council would send a submission to the panel to address the concerns. To have more view exchange among FHB and the welfare sector, the Council would organize 3 forums in June, tentatively on 22, 27 and 29 June. Representatives from FHB would be invited to highlight the core items of the review report.

 

3.3         New Requirement from SWD on Reporting of Special Incidents (Appendix 4)

Due to the recent abuse cases had happened in the subvented service units which aroused the public and media attention, SWD issued a letter to subvented NGOs on 28 March 2017 regarding to the new reporting requirements of special incidents that happened in the service units and/or other places during service delivery. Some subvented NGOs raised their hesitations on the implementation of the new requirements. Thus, the Council wrote to SWD to raise the concerns on 5 April 2017 and arranged a meeting with Mr KOK Che Leung, AD(S) of SWD together with our representatives of Standing Committee on Service Development on 24 April 2017 to clarify our concerns. Some suggestions were made to SWD in the meeting. SWD would put our suggestions into consideration and make a response soon. 

 

3.4         Annual Submission

New Chief Executive of HKSAR and her team would assume office on 1 July 2017. The Annual Submission would aim at providing the recommendations for upcoming 5 years for the new government team’s consideration in the planning for the society. Drafted paper was shared with members for comment.

 

4          For Information

4.1         2017 Best Practice Awards in Social Welfare

The Awards was launched in January 2017, while 101 entries were received.  The 1st round adjudication had been conducted in April and 40 projects were selected to enter the 2nd round adjudication. 2nd round adjudication would be held in July, while selected projects would be required to submit a 12-page detailed report by mid-June for further assessment.

 

 

4.2         Progress report

The progress of each team was illustrated in the report.

 

5          Any other business

Gerontech and Innovation Expo cum Summit 2017 would be held from 16 to 18 June at Hong Kong Convention and Exhibition Centre. Members were invited to join the event. Secretariat would send the details to members after the meeting.
