1.      Confirmation of Minutes of Last Meeting - May 10, 2017

The minutes of last meeting was distributed to members by email on June 20, 2017 and confirmed with nil amendment.

 2.      Matters Arising

2.1     Welfare Agenda and Priorities Setting 2017

Paper 1:  2017福利議題及優次(家庭及社區服務) had been extracted from the draft paper and sent to members for information.

Mr Moses Mui reported there were over 450 participants attended the WAPS meeting on June 21, 2017.  The 3 below selected agendas relating to family and community had been thoroughly discussed during the group discussion session.

  • 設立為離異家庭的一站式專門/綜合服務
  • 設立新公共屋邨社工隊服務支持新公共屋邨居民
  • 加強濫藥家人的輔導及支援
  • 加強無家者服務和相關紓困措施

Members were noted that the Council’s final submission will be sent out to SWD by mid-July.


2.2     Advocacy on Maintenance Board and Specialized Service for Divorced Families

Paper 2 (letter from 勞工及福利局局長 to立法會福利事務委員會 dated May 31, 2017) had been sent to members for information.  Mr Billy Wong highlighted the latest discussion in LegCo.

Committee members had met Legislative Councilors of various political parties to lobby their support regarding the proposed maintenance board and specialized service, on June 8, June 14 and June 22 respectively.

While it was expected the public hearing would be held by end of 2017, members suggested to collect service statistics (for example, number of divorced cases in IFSCs) in order to illustrate the service gap. Besides, it is suggested to touch base with the Secretary for Labour and Welfare regarding the proposed maintenance board.

Members also agreed to put continuous effort in the media work so as to publicize the hardship and service needs of the divorced families in need. Council will further liaise with NGOs for identifying suitable cases for media interview.


3.    For Discussion

3.1     Sharing on Formulation of Elderly Services Program Plan

Ms Crystal Cheng was invited to share the experience of formulation of Elderly Service Program Plan (ESPP) during the past 3 years through a powerpoint presentation.

The formation of the ESPP working group under Elderly Commission and the role of Council were shared.  In particular, the importance of sector engagement and participation was highlighted.

Members raised their questions and concerns regarding the consensus building among different stakeholders.  And it was agreed that the experience of ESPP could be a good reference for advocating Family Service Program Plan.

4.    For Information

4.1     Final Report of Business Plan 2016-2017

Paper 3:  Progress Report (April 2016 to March 2017) of the Family and Community Service was sent to members for information.  While the major work achievement in previous year 2016-2017 were highlighted, members were welcomed to raise queries (if any) after the meeting.


4.2     Council's Annual Submission:  5-years Social Development Agenda

Paper 4:  向香港特別行政區行政長官提交之周年建議書2017 has been sent to members for information.  The theme was 「出路共議、理想共創、成果共享」



The Standing Committee on Policy & Research Advocacy would further discuss this draft in its meeting on July 13, 2017.  Mr Moses Mui highlighted page 9 to members on the following points:

i)      enhance function of Family Council;

ii)     encourage birthrate;  and

iii)    support deprived family, eg. divorced family.


Mr Anthony Wong raised the issue of cross-boundary family, especially the adult-children, their appointees need in applying CSSA.

Members expressed that pre-marriage formation should be emphasized.  Moreover, housing problem should be solved to encourage family-building.  On the other hand, long-term support service to public housing estate should be added to the paper.


5.    Progress Update

The Progress Report (June - July 2017) of the Family and Community Service (paper 5) was sent for members' information.  The items included:

i)          Advocacy on Maintenance Board and Specialized Support for Divorced Families;

ii)         Extension of the LegCo Subcommittee on Rights of Ethnic Minorities (EM);

iii)        Meeting with Education Bureau (EDB) on Free Kindergarten and Admission for NCS students;

iv)        Advocacy on New Public Housing Estate Social Work Service;

v)         Symposium on Domestic and Sexual Violence;

vi)        Jockey Club Child-focused Co-parenting Project;  and

vii)       Health Community Pilot Project & SME Ambassadors Pilot Project.


Network on Ethnic Minorities

Mr Daniel Ma supplemented the progress on EM Network.  Ms Lynn Law shared that the concern of EM poverty and translation service has been voiced out through LegCo meeting.

Network on Community Development

Mr Kenny Ng reported that the CD Network has meet with Legislative Councilors of various political parties to advocate the need in establishing new public housing estate social work service.


6.    Any Other Business

6.1   Public Consultation on Gender Recognition (性別承認)

Mrs Angela Chiu introduced the background of the Consultation with members.

Members suggested to organize a sharing session to widen the sector’s knowledge of gender recognition in various aspects so as to facilitate the sector to further deliberate the consultation paper.


6.2   Specialized Committee on Family and Community Services 2017-2018

While the nomination of election will be closed by end of July, concerned members were reminded to submit their nominations to Council before the deadline (i.e. July 28, 2017).

The next meeting would be held on September 13, 2017.
