1.        Confirmation of Minutes of Last Meeting - March 15, 2017

The minutes of last meeting was distributed to members by email on March 29, 2017 and confirmed with nil amendment.


2.        Matters Arising

2.1     Advocacy on Maintenance Board and Specialized Service for Divorced Families

Paper 1a (HKCSS press release) & 1b (media report) had been sent to members for information.  Mr Billy Wong highlighted the major findings of the related study conducted by HKCSS and the proposal of setting up of maintenance board.  Members were noted that LegCo Welfare Panel had discussed the related agenda in May 8, 2017.  The LegCo paper "落實法律改革委員會《子女管養權及探視權報告書》建議的擬法例及相關支援措施" was tabled in the meeting.  Before the LegCo meeting, members had met the Legislative Councilor of DAB and Democratic Party on April 10 and May 5 respectively.  It was observed that most of the political parties shared the concern regarding the support measures of law reform.


Moses supplemented that Family Council is about to commission a study on the issue of maintenance, in which the overseas experience might be studied.  And members were also noted that there might be a public hearing to be arranged in LegCo in July, it would be a good strategy to create noise through media beforehand.  Members were encouraged to identify suitable cases for sharing.


While members reiterated the stance that adequate support measures would be the pre-requisite of the law reform in implementing parental responsibility, it was agreed to further lobby support of the Legislative Councilor of different political parties, as well as the potential Secretary for Labour and Welfare in the new office of government.


2.2     Welfare Agenda and Priorities Setting 2017

Paper 2:  2017年各地區福利規劃研討會識別到的首三個福利優次項目 prepared by the district offices was sent to members for discussion.  The “Wish List” on family and community service related agendas of the HKCSS 2017福利議題及優次was tabled to members for reference.


Mr Moses Mui made some highlights on the 7 agendas related to family/community services.  After discussion, members confirmed to propose the following 3 items as the priority agenda: -

  • 設立為離異家庭的一站式專門/綜合服務
  • 設立新公共屋邨社工隊服務支持新公共屋邨居民
  • 加強濫藥家人的輔導及支援


The drafted paper for each proposed agenda would be circulated to members for comment very soon.  Members were reminded to attend the WAPS meeting on June 21, 2017.


(Post-meeting note: the draft submissions of the proposed agenda were sent to members through email on May 11 and 19, 2017 respectively.)


3.      For Discussion

3.1     Jockey Club Child-focused Co-parenting Project

         A powerpoint had been sent to members.  Mr Billy Wong reported the progress of the Project based on the followings:

i)       Public Education

  • facebook page
  • thematic micro-film & premiere
  • roving exhibitions
  • half-day presentations
  • educational resources (training manual and memory stick)
  • district programmes


ii)      Service Development

  • family assessment and case consultation
  • documentation on co-parenting practice


Souvenirs produced for promotional purpose were introduced to members. A second version of the project leaflet would be made.  Regarding the booklet for service development, members were invited to supply content.


It was also reminded that professional training programmes conducted by Asian Academy of Family Therapy (AAFT) could be arranged through Council to individual agency/centre.  Moreover, AAFT offered 10 pro bono family case assessment with at least 4 follow-up sessions.


A teaser / trailer of the micro-film was played.  Full version would be posted to internet after premiere for public-viewing.  It was suggested to quote true stories to attract more attention, sympathy at the ending.  User guideline could also be added.  Circulation to Parent Teachers Associations and social media was recommended by members.


4.      For Information

4.1     Reporting of Special Incidents

Paper 4:  a letter from SWD dated March 29, 2017 with this subject was sent to members for information.  Mr Moses Mui briefed the background and basic requirement of the requested form.


The Council had expressed concern on behalf of the sector.  It was disappointed that no consultation was made prior to the implementation of the policy.  During the meeting held with SWD on April 24, 2017, with Ms Crystal Cheng's attendance, the officials of SWD claimed that such detailed information collected would be used to answer media enquiries, as well as for operation / management monitoring purpose.  Members expressed concern on the breach of personal data ordinance.  The issue would be followed up in the Standing Committee (Service Development).  Members would be kept updated of the progress.


5.      Progress Update

The Progress Report (April - May 2017) of the Family and Community Service (paper 5) were sent for members' information.  The items included:

i)             Advocacy on Maintenance Board and Specialized Support for Divorced Families;

ii)            Review on Processing of Compassionate Rehousing (CR) Cases;

iii)          LegCo Sub-committee on Rights of Ethnic Minorities;

iv)          Study on Parental Substance Abuse;

v)           Cross-disciplinary Exchange on Domestic and Sexual Violence;

vi)          Neighbourhood Level Community Development Project (NLCDP);  and

vii)         Jockey Club Child-focused Co-parenting Project.


Network on Ethnic Minorities

Ms Lynn Law shared that communication documents of public housing were using Chinese only.  The University of Hong Kong studied the existing provision of public service and translation service for EM community, found out only 13 translation services were requested in the past year.  However, such service need has also been committed to hospitals, healthcare centres and support service centres as well.


Mr Chan Ching Wa shared the experience of his agency.  They have proposed to set up a counter at the hospital to receive EM bookings for translation service for users' convenience.


Network on Community Development

Mr Chan Wing Sun highlighted that the meeting held on April 5 was mainly for discussing NLCDP modernization among NGO operators.  Besides, the LegCo Welfare Panel had discussed the topic of welfare planning in new housing estates and a public hearing will be arranged in July.  Members suggested to lobby support from Legislative Councilors before that.


6.      Any Other Business

Ms Angela Chiu shared a DVD set on Pre-marital Family Education produced by HKCMAC and she recommended it to members.

The next meeting would be held on July 12, 2017.
