1.        Confirmation of Minutes of Last Meeting - January 11, 2017

The minutes of last meeting was distributed to members by email on January 26, 2017 and confirmed with nil amendment.

 

2.        Matters Arising

2.1     Advocacy on Maintenance Board and Specialized Service for Divorced Families

Mr Billy Wong presented a powerpoint to members updating the latest progress of the Council's advocacy on Maintenance Board and Specialized Service for divorced families: -

 

Specialized Service

2.1.1     A meeting among LegCo members, Specialized Committee members was arranged at the Child Contact Centre (親籽薈) operated by the Hong Kong Family Welfare Council on February 14, 2017.

 

2.1.2     Representatives of the Council, LWB and SWD attended a joint meeting organized by Hon Dennis Kwok (郭榮鏗) on February 20, 1017.

 

Maintenance Board

2.1.3     A seminar was held on December 20, 2016 to gather service user, academic professional, lawyer and LegCo member to discuss the proposed maintenance board with 53 participants.

 

2.1.4     A short video was released through HKCSS Channel to promote the subject on February 23, 2017.

 

2.1.5     An article was published in Sing Tao Daily on March 7, 2017.

 

Child Custody and Access

2.1.6     Members were noted that the agenda might be put up to the joint meeting of Panel on Welfare Services and Panel on Administration of Justice and Legal Services, LegCo, for discussion in the 2nd quarter of 2017.

 

2.1.7     The Government indicated the proposed bill would be submitted to the LegCo earliest in 2018 for consideration.

 

The following works were planned in the near future:

  • Lobbying LegCo members (e.g. meeting with DAB);
  • newsletter for public education (distributed to members in the meeting);  and
  • press conference of research on single parent poverty to be held in late March 2017 tentatively.

 

2.2     Parental Substance Abuse

Paper 1:  A summary report on feedback of 「處理涉及濫藥家長的懷疑虐兒個案」培訓 held on January 10, 2017 was sent to members for information.  Ms Lynn Law supplemented that related training programs had been organized by concerned government departments in different districts.  The most concerned areas from participants' views were the need for review of foster service and residential child care service.

 

Members were also noted that the issue has been put up for discussion in the Subcommittee on Children Right of LegCo on January 16. Besides, the operators of drug treatment services has been exploring to collect data related to the profile study of parental drug abusers.

 

Members shared their experience and insight in the subject and agreed that cross-service dialogue was essential, especially among IFSCs, drug treatment services, and youth services, and medical professional.  Regular exchange platform need to be built up for raising professional awareness and enriching service models.

 

3.      For Discussion

3.1     Community Support for New Public Housing Estates

         Paper 2:  "Progress Report:  New Public Housing Support Team" was sent to members for reference.  Mr Chan Wing Sun briefed members on the details using an updated powerpoint as follows: -

 

3.1.1     A short video was released through HKCSS Channel to promote the subject on February 9, 2017.

 

3.1.2     An article was published in "Scenario" Volume 54 (January 2017) issue.

 

3.1.3     Roundtable Forum on Housing Policy, co-organized by Family and Community Team and the Social Development Team of the Council was held on February 15, 2017 with 70 participants.

 

3.1.4     Media coverage in Ming Pao Daily on February 26, 2017.

 

3.1.5     Based on the information gathered after attending the 2030+ briefing on February 8, 2017, Sun illustrated an example on "Walkability & Community Building" for members' information as well as the discussion outcome of the Network on Community Development meeting held on March 9, 2017.

 

Members exchanged their views and opinions on the service planning for new public housing estate as below: -

 

3.1.6     The mechanism for welfare planning, including service planning and review were needed.

 

3.1.7     Government officials should be invited as in-attendance in Council's regular committee meetings to understand the service needs in related subjects.

 

3.1.8     Discussion among NGOs on the proposed welfare plan for family and community service should be initiated. Members agreed to gain insights from the experience of the Elderly Service Program Plan (ESPP).

 

3.2      Welfare Agenda and Priorities Setting 2017

Paper 3:  2016福利議題及優次會議社會福利署的跟進工作prepared by SWD on February 2017 was sent to members for reference.  Mr Moses Mui made some highlights on the agenda related to family/community services:

  • 設立為離異家庭的一站式專門服務
  • 加強濫藥家人的輔導及支援
  • 加強對舊區劏房及板房戶的支援

 

Members were noted that the Welfare Agenda and Priorities Setting 2017 had been tentatively scheduled on June 21, 2017.  After discussion, the following agendas were proposed: -

  • Specialized Service for Divorced Families
  • Support Service for New Public Housing Estates

 

The 3rd proposed agenda would be confirmed in the next meeting. Further discussion will be held in respective service networks beforehand.

 

3.3      Business Plan 2017-2018

Paper 4:  Business Plan related to Family and Community Service of 2017-2018 was sent to members for reference.  Mr Moses Mui highlighted the followings in the meeting: -

 

3.3.1    Three-year Plan on Drug Treatment and Rehabilitation Service (2018-2020)

              A regular consultation led by Narcotics Division to collect views and recommendations from stakeholders.

 

3.3.2    Mental Wellness Project

              Under the Joyful Hong Kong campaign, a one-year community-based mental wellness project will be conducted to promote well-being messages in three districts in a similar form as Happy Family Kitchen Project.

 

3.3.3    Divorced Families

              Follow up the consultation and legislation of the bill regarding child custody and access.

 

3.3.4    Child-focused Co-parenting Project

              Educational material 《共親職》專訊 had been distributed to members.  Professional training programmes conducted by Asian Academy of Family Therapy (AAFT) could be arranged through Council to individual agency/centre.  A leaflet was distributed to members for details.

 

3.3.5    2017 Mainland, Hong Kong and Macau Conference on Prevention of Drug Abuse

              The 10th Conference would be held in Hong Kong organized by the Council.  A poster was distributed to members in the meeting.

 

4.      For Information

4.1     HKSAR CE Election

Mr Moses Mui reported the series of HKSAR Chief Executive Election Forums were held by Council.  《香港社會服務聯會向2017年行政長官選舉候選人建議之社會發展及福利政綱》was submitted to all candidates.

 

4.2     Review of Procedural Guide for Handling Child Abuse Cases

Paper 5:  a powerpoint presented by SWD on March 1, 2017 "Definition of Child Abuse and Approaches in Handling Suspected Child Abuse / Child Abuse Cases" was sent to members for information.  Members were encouraged to submit their views and recommendations regarding the consultation.

 

5.      Networks' Progress Update

The Progress Report (January - March 2017) of the Family and Community Service (paper 6) were sent for members' information.  The items included:

i)             Advocacy on Maintenance Board and Specialized Support for Divorced Families;

ii)            Symposium on Language Policy and Social Inclusion;

iii)          LegCo Sub Committee on Rights of Ethnic Minorities;

iv)          New Public Housing Social Support Service;

v)           Jockey Club Child-focused Co-parenting Project;  and

vi)          The 10th Mainland, Hong Kong and Macau Conference on Prevention of Drug Abuse.

 

Ms Lynn Law shared that the University of Hong Kong is now studying the existing provision of public service and translation service for EM community.

 

6.      Any Other Business

6.1      The memo of the Briefing Session on Policy Address 2017 was tabled.  Permanent Secretary for Labour and Welfare and the Director of Social Welfare will explain the measures announced in the Policy Address 2017 on March 17, 2017.  Members were invited to participate in the event and inform Moses of their availabilities

 

6.2      Crystal informed members in detail that the Business Directors of the Council would reallocate their responsible areas with effective from April 1, 2017 onwards.  The Family and Community team would be under the supervision of Mr Anthony Wong with the aim to enhance the integration of policy advocacy and service development.

 

6.3      Mr Daniel Ma distributed a booklet 《社會共融工作的應用研究計劃》實務手冊of Yan Oi Tong for members' reference in the meeting.

 

6.4      Ms Angela Chiu shared a seminar leaflet and invited members to participate in 「眾裡尋它-新世代的婚姻」研討會 on May 19, 2017.
