 1.        Welcoming and Introduction

Membership list of the Committee 2016-2018 (paper 1) had been sent to members for reference before the meeting.  Members were advised to send any amendment needed by email to the office after the meeting.  Members introduced themselves to each other.  Mr Moses Mui extended warm welcome to all members.

 

2.      Structure and Terms of Reference of Specialized Committee

Structure of the Specialized Committee on Family and Community Service (paper 2) and Terms of Reference of Specialized Committees (paper 3) had been sent to members for information.  Mr Moses Mui briefed members on the composition of the existing networks under family and community services.  He highlighted the terms of office when introducing the Terms of Reference.

 

3.      Election of Chairperson and Vice-chairperson;

        Appointment of Representative to Standing Committee on Service Development and Liaison

Mrs Angela Chiu was elected to be the chairperson while Ms Wendy Wong and Mr Daniel Chu were vice-chairpersons of the Specialized Committee for 2016-2017 respectively.  Hence, Mrs Chiu would represent the Committee to join the Standing Committee on Service Development and Liaison as ex-officio member in 2016-2017.

 

4.      Cooption of Members

Since there had been a policy that only one representative from each agency could be Committee member (which is applied for both elected and co-opted members), Ms Wendy Hon could no longer serve the Committee as co-opted member this year.  Besides, Mr Chan Ching Wa has changed to be elected member.  Members suggested to keep the practice to co-opt representatives from the Network on Community Development Service, the Network on Ethnic Minorities Service and the Network on Substance Abuse Service in the coming 2 years.

 

5.      Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on September 7, 2016 was circulated by email on October 28, 2016 and was confirmed with nil amendment.

 

6.      Matters Arising

To be discussed together with agenda item 8.

 

7.      Half-year Progress Report (April to September 2016)

The Half-year Progress Report (April to September, 2016) of the Family and Community Service (paper 4) has been sent to members for information.

 

Mr Moses Mui presented a powerpoint document (April to October, 2016) to highlight/supplement the following items:

i)      Welfare Agenda and Priority Setting 2016;

         -    the 3 foci of the Committee:

  • 設立為離異家庭的一站式專門服務
  • 加強濫藥家人的輔導及支援
  • 加強對舊區劏房及板房戶的支援

         -    meeting with SWD was held on July 20, 2016

 

ii)     「贍養費管理局」政策倡議;

        -     annual submission to Chief Executive, HKSAR (2016)

        -     focus group meeting (October 25, 2016)

        -     a symposium would be held in December 20, 2016

iii)    Consultation on the Proposed Arrangement with the Mainland on Reciprocal Recognition and Enforcement of Judgments on Matrimonial and Related Matters
「香港特區與內地訂立相互認可和執行婚姻及相關事宜判決安排的建議」諮詢文件;

        -     a sharing session was held on August 5, 2016

        -     recommendation was submitted to Secretary of Justice in early September, 2016

iv)    Survey on Hong Kong Ethnic Minority's Voting Behavior and Most Concerned Issues;

        -     released on August 23, 2016

v)     Advocacy on Ethnic Minorities Service;

        -     spoke and submitted recommendation to LegCo on April 25, 2016

        -     meeting with Prof Alfred Chan, Chairman of EOC on October 13, 2016

vi)    Handling Cases with Parental Drug Abusers;

        -    a sharing session was held on July 28, 2016

        -    a cross-service dialogue session was held on October 27, 2016

        -    Lynn supplemented both sessions provided exchange of views of scholars and doctors in future service planning

vii)   Hong Kong Jockey Club Child-focused Co-parenting Project;

        -     this 3-year project was launched in March 2016

        -     roving exhibitions were organized from August, 2016

viii)  Happy Family Kitchen Movement;

        -    during Happy Family Month (快樂家庭月) in May, 11 large-scale district events were organized

ix)    Envisage (2017-2018)

        -     福利議題及優次 2018-2019

        -     離異家庭

        -     家庭暴力 / 虐待兒童

        -     家庭影響評估

        -     少數族裔

        -     社區營造與房屋

        -     藥物濫用

        -     跨機構協作強化家庭教育

 

8.      Initial Discussion on Business Plan 2016-2017

Based on the envisage items mentioned in Progress Update powerpoint presentation, the following business plan of the Family and Community Service in 2016-2017 was suggested / supplemented:

i)      Welfare Agenda and Priority Setting 2017;

        -   members suggested to strengthen the follow-up work with SWD regarding of the submitted agenda.

        -   members recommended to identify the responsible government department/bureau for further follow-up of the service development of new public housing estates; progress of the work would be reported in the Committee.

ii)     「贍養費管理局」政策倡議;

        -    tentative rundown of the symposium to be held in December 20, 2016 was tabled for members' information, members suggested to invite SWD and relevant government department/bureau.

        -    Mr Moses Mui supplemented that a promotional video would be released in January 2017.

        -    findings of the research study on single parent conducted by Council was expected to be released in January 2017.

iii)    Handling Cases with Parental Drug Abusers;

        -    members suggested to urge SWD district offices to take up coordinating roles  for child protection.  Mr Moses Mui would update the work progress of Council's Children and Youth Service Team on the subject of child protection.

        -    members suggested to review subvention basis for long-term planning in filling service gaps and requested sharing with Family Council, especially on family service planning

iv)    Hong Kong Jockey Club Child-focused Co-parenting Project;

       -    Mr Moses Mui supplemented micro film on co-parenting would be released in early 2017

v)     Happy Family Kitchen Movement;

       -    while the project will end in early 2017, Council will further liaise with Hong Kong Jockey Club to sustain the collaborative model among different NGOs.

vi)    Envisage (2017-2018)

       -     家庭暴力 / 虐待兒童

  • task group on child abused would be formed
  • statistics on a) service gaps, b) insufficient service space & c) emergency placement / small group home was needed

       -     家庭影響評估

  • family impact assessment (FIA) study conducted by Dr CK Law would be completed by 2017.

       -     藥物濫用

  • Members were concerned about the issue of parental substance abuse.  Members were noted that the Review on Child Abuse Guideline had been initiated by SWD.  NGO members from different services were invited to join the concerned task group.

 

9.      Any Other Business

9.1     Declaration of Interests

           Declaration forms for better governance for the Council were distributed to members.  Mr Moses Mui encouraged members to submit completed forms to the Council at their earliest convenience.

 

10.  Date of Next Meeting - Proposed Meeting Schedule

A proposed meeting schedule (paper 5) was sent to members for discussion.  There were nil amendment and the next meeting would be held on January 11, 2017 (Wednesday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.

 

There being no other business, the meeting was adjourned at 5:10 pm.
