3.1  Policy Research and Advocacy

Housing Progress Update

Urban Renewal Authority engaged SD team to discuss the cooperation opportunity for utilizing the idle lands and units. And Hong Kong Economic Journal invited the Council to share the overseas’ experience on implementing co-operated housing. This feature has been released on May.

Research on Public Health

The study will be finished soon. Mr. Charles Ho will share the preliminary finding to members in the next meeting.

SDI Revamp

The team will further discuss with the Business Director and explore if consultant service is needed for revamping SDI in August.

3.2  Social Impact Assessment

The rising number of NGOs or Funders shows the greater interest in conducting SIA, the center keeps receiving their calls for the consultation. Given the consideration of the workload and the need of business development, the Centre will apply for one more new head count that will on board in July.

4.      Matters for discussion

4.1 Position paper on the new scheme for renting of HOS with unpaid premium

Mr. Charles Ho prepared a position paper on the new scheme (包租代管計劃) to respond for renting of HOS with unpaid premium and engage members to have a discussion on it. Members thought that:

  • It can take this chance to re-propose rental market regulation.
  • It is a challenge to identify a rent level that is considered appropriate and acceptable to the community.
  • Why the new scheme should have a role of social agent and how can it be sustained?

Mr. Charles Ho will consider the ideas and revise the paper accordingly.

4.2 Service Research: Community Development in New Public Housing Estate

The service team engaged SD team to conduct a new research to strive for more resource for the new community development support team in new public housing estate. The SD team will update the members when the research scope has been designed.

5.1  Public Hearing on LegCo’s Panel on Housing Meeting

This panel on housing meeting will be held in July. One of the agenda issue is to discuss the short-term and mid-term solutions for supporting the tenants who residing in inadequate housing. A representative of the Council will attend the meeting to sound out the suggestions of rental market regulation and container house.
