1.      Welcome

On behalf of the Committee, Mr. Francis Chau welcomed Mr. Chow Sung Ming joining the Committee.

2.      To adopt the minutes of last meeting

The minutes of last meeting dated December 5, 2016 were confirmed with no amendment.

3.      Progress Report

3.1  Chief Executive Election 2017

Mr. Anthony Wong reported the followings:

-          Times were tight for Forum III and Forum IV to share and listen participants’ views.

-          Due to the time limitation, he told members it would be unlikely that the “6 parties” (5 election teams plus LegCo Office of Hon. Shiu Ka Chun) would be able to hold a forum with all candidates.  Final decision would be made later. (Post-meeting note: 6 organizations decided not to organize the forum.)

-          3 Election Forums by other organizations would be organized:

(i)             March 11, 2017, organized by Hong Kong Professional Teachers Union

(ii)            March 14, 2017, organized by Media

(iii)           March 19, 2017, organized by RTHK (live show)

3.2  Briefing Session on Policy Address would be held at March 17, 2017 from 3:00 pm.  The Permanent Secretary for Labour and Welfare and the Director of Social Welfare was invited.  She and the DSW would explain the measures announced in the Policy Address and be listening to the sector’s views and opinions, especially our concerning issues: CSSA, poverty, elderly, education and employment for people with disabilities etc.

4.      Matters for Discussion

4.1  Business Plan 2017-2018

4.1.1        Revised version of Business Plan 2017-2018 for SEBC team was tabled at this meeting.

4.1.2        Anthony Wong highlighted that:

(i)                 Annual Submission - worked out Social Development Agenda for coming 5 Year Plan.(ii)               “The 6th Conference cum Workshop on Practice and Research for Social Service Excellence” would be held at March 23 and 24, 2017 at the Auditorium of DWSSB.

(iii)             “4th International Conference on Practice Research” from May 22-24, 2017 which would be held at Hong Kong Polytechnic University.

(iv)             SSEP proposed to follow up the tax reform issue. Details would be work out and report.

(v)               SSEP would follow up local market (“墟市”) in Hong Kong and would try to find out more public space for organizing 墟市 and the possibility for long term operation.

(vi)             The first activity to promote local market was “Go market – Farmer’s and Arts [email protected] Long”, which would be held on March 18, 2017.  Invitation memo would be sent to all agency members through HKCSS eDM.

(vii)           Advocacy on poverty alleviation network was set up.  Several meetings had already been held.

4.2  HKCSS Business Directors Rotation Exercise

4.2.1        For better cross-team collaboration and new development direction within the Council, Anthony Wong announced that HKCSS would reshuffle the responsibilities of 4 Business Directors, which would be effective from April 1, 2017

(i)               HKCSS – Social Enterprise Business Centre (SEBC) would work under the supervision of Business Director of Sector and Capacity Development, while its business plan would still be steered by the Standing Committee on Policy Research and Advocacy. 

(ii)              Family & Community Service (FC) and Children & Youth Service (CY) would work under Business Director of Policy Research and Advocacy.

(iii)             Membership team and the Governance project would work under the supervision of Business Director for Public Engagement and Partnership

(iv)             Corporation Communication would work directly under the Chief Executive.

(v)              Chief Executive of HKCSS would report the change to Executive Committee Meeting on March 27, 2017.

4.3  Briefing on Elderly Service Programme Plan

(i)                 Ms. Crystal Cheng, Business Director of Service Development, attending PRA Standing Committee Meeting at this session, gave a briefly presentation on Elderly Service Programme Plan (power point file) to PRA members for information.

(ii)               Members of PRA suggested that:

- NGO need to take good care of running the elderly home premises

- Suggest to empower the service quality to meet the service standard

- Service basic needs

- Carer allowance for low income family hiring workers.

4.4  Consultation on 2030+

(i)                 Mr. Charles Ho, Officer of PRA of HKCSS attending this session and briefly introduced the background paper (power point file) on Consultation on 2030+.

(ii)               Members gave some initial views on the Consultation.  They were informed that a consultation forum would be held in April to collect views from the sector.

(iii)             Deadline of the Submission was April 30, 2017.

(iv)             Draft submission would be circulated to members next PRA Standing Committee meeting.

Next meeting was scheduled for May 10, 2017 (Wednesday) at 2:30pm in Room 1002A (10/F) of Duke of Windsor Social Service Building.

There being no other business, the meeting was adjourned at 12:30 pm.
