1. Election of Chairperson and Vice-Chairperson

1.1  Nominated by Dr. Annissa Lui, and seconded by Nancy Wong, Mr. Francis Chau was re-elected as Chairperson unanimously. 

1.2  Nominated by Dr. Annissa Lui, and seconded by Ms. Sky Siu, Ms. Susan So was elected as Vice-Chairperson unanimously.

1.3  The Chairperson, Mr. Francis Chau would be the representative to the Council’s Executive Committee.

2. To adopt the minutes of last meeting

The minutes of last meeting dated October 6, 2016 were confirmed with no amendment.

3. Matters Arising

3.1  Policy Suggestions on Social Development and Welfare for the Candidates of the Election of Chief Executive 2017

3.1.1        Mr. Anthony Wong reported the paper was compiled and circulated to members.  Further comments were revised and sent to Councils’ EXCO for endorsement.

3.1.2        Members agreed and amended the followings: 

(i)      add “ disability allowance “ into item 8.

(ii)    item 5.4, the sentence should be : 『支援家長接受親職教育,成立「親職教育基金」,家長每年可以獲得定額的資助,按需要和時間選讀相關課程;同時應提供資助擴大獨立幼兒中心及幼兒學校在社區提供親職教育及支援計劃的角色。』

4. Matters for Discussions

4.1  CE Election Advocacy

4.1.1        Mr. Anthony Wong reported the work progress:

(i)                 The first CE Election 2017 Election Forum would be held at December 15, 2016.  It was confirmed that Mr. Woo Kwok Hing, a candidate of CE Election Hong Kong 2017, accepted our invitation to meet with the social welfare sector and having discussion with the participants.

(ii)               Invitation memo was sent to agency members, members of all committees and other related organizations.

(iii)             The section would be opened to press.

4.2  Business Plan for 2016-2017 initial discussion

4.2.1        Mr. Anthony Wong reported the followings:

(i)                 Business Plan

-          Business Plan for 2016-2017 Half Year Progress Report circulated to members for information.

-          Colleagues of PRA team started to discuss and prepare the draft Business Plan for 2017-2018.

-          He invited members to suggest new initiative for consideration.

-          HKCSS Extended Governance Meeting would be held at January 23, 2017. 

(ii)               Policy Address

-          Mr. CY Leung, CE of HKSAR would deliver his speech at January 18, 2017.

-          HKCSS invited Dr. Robert Chung Ting Yiu, Director of The University of Hong Kong Public Opinion Programme (HKUPOP) to conduct a POP Exercise.

-          Briefing Session on Policy Address would be organized, details of this event would circulate to agency members.

-          PRA team would prepare Annual Submission 2017 to EXCO’s July meeting for endorsement.

(iii)             Mr. Anthony Wong told members that “Meeting with Principal Official Series” would continue to hold. 

(iv)             Members worried that it might be more difficult to lobby and advocate issues to new government officials.  Members suggested to list out three to four priority issues for lobbing.

(v)               Mr. Peace Wong told members that SSEP proposed to set up a small working group for NGO advocacy capacity building next year.  The main theme of first activity would be on poverty alleviation.  SSEP would co-organize training course with HKCSS Institute.  Members supported this recommendation.

(vi)             Mr. Keith Wong told members that Research Team of HKCSS would start a new advocacy on the “Development of Grassroots Public Health” next year.  Desktop research would be attempted at the first stage.

5. Matters for Reporting

5.1  Half Year Report

Paper on “Business Plan 2016-17- Half Year Report” (Appendix 4) circulated to members for information.

6. Any Other Business

6.1  Nomination of Co-opt member

After deliberation, members suggested Professor Ray Yep of City University of Hong Kong and Mr. Chow Sung Ming of Hong Kong Polytechnic University.  Mr. Anthony Wong would make the invitation.

Professor Ray Yep and Mr. Chow Sung Ming accepted the invitation to be the co-opted members.)

6.2  Members agreed using an informal invitation to invite resource person to attend the meeting if necessary.

7. Date of Next Meeting

The next meeting was scheduled for January 11, 2017 (Wednesday) at 9:30 pm in Room 1410 of Duke of Windsor Social Service Building.

There being no other business, the meeting was adjourned at 5:30 pm.
