1.    Confirmation of the Agenda

1.1  The agenda of the meeting was confirmed.


2.    Confirmation of the Minutes of the Last Meeting

2.1  The minutes of the last meeting were confirmed.


3.    Highlights of work units

Membership and Liaison Services

3.1  The election of Members of Specialized Committee on Sector Finance was approaching. The nomination deadline was on July 28, 2016 and no nomination was received as at July 19, 2016. The Chairman and MLS would like to seek for members' attention and support on this matter.

3.2  A total of 3 focus groups on competitive bidding under sector finance with 8 NGOs per group would be conducted in August. The 3 focus groups would focus on discussing the bidding and tendering practice in the social service sector. Member agencies would be invited; and were selected based on their backgrounds and experiences on bidding funds from Labour Department, Social Welfare Department and Labour and Welfare Bureau. (post meeting notes: an extended meeting of the Competition Bidding task group was held, in lieu of the 3 focus group)

3.3  A memo to agency members on the implementation of Municipal Solid Waste (MSW) Charging Scheme was sent. MLS would continue to coordinate with Environmental Protection Department for the consultation and preparation of the Best Practice Guide for NGOs.


International and Mainland China Affairs

3.4  A sharing session after the visitation to Ministry of Public Security, Ministry of Civil Affairs in Beijing would be held on July 28, 2016 and the application deadline for the sharing session would be on July 20, 2016. The sharing session was for agency members only and had around 60 participants as at July 19, 2016.

3.5  The Joint World Conference on Social Work, Education and Social Development (SWSD 2016) held on June 27-30, 2016 was attended by around 100 participants from Hong Kong and the Council arranged a 14 people delegation to the event. Dr. John Fung was one of the keynote speaker.


Information Technology Resource Centre

3.6  Technology for Good 2016 events were completed with a total of 210 participants joining the Executive Breakfast, half-day conference and technical workshops. With Microsoft’s announcement on cloud donation to NGOs, ITRC would work with Microsoft to facilitate the adoption of donation program.


HKCSS Institute

3.7  The invitation card for next CEO luncheon would be sent out soon and the agency heads would receive the invitation in the next 1-2 days. 


4.    Proposed Amendment of Membership Operation Guideline

4.1  The proposed amendment of Membership Operation Guideline was introduced with several key amendments highlighted.

4.2  Committee members raised the following opinions:

-   The Guideline would be made into two separate parts with a general part for public and another part for internal administration reference. The language of the two parts could be different too.

-   The general part of the Guideline could also contain procedures and process of membership applications, Council’s expectation on members etc.

4.3  A small working group composed of the Chairman and a few members would be formed to further discuss the details of the Guideline.
