Minutes of the 5th Meeting of the Specialized Committee on Family and Community Service (2015-16) held on July 6, 2016 (Thursday) at Room 1401, 14/F, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

Mrs Angela Chiu invited attendees to introduce themselves to each other before the meeting start.


1.      Confirmation of Minutes of Last Meeting

The minutes of last meeting was confirmed with nil amendment.


2.      Matters Arising

2.1     Welfare Agenda & Priorities Setting 2016

                 Two papers had been sent:  1a) 2016福利議題及優次會議程序(草擬)and 1b) 設立為離異家庭的一站式專門服務to members prior to the meeting.


                 With reference to paper 1a, Mr Moses Mui highlighted the details of the WAPS meeting programme to members.  As confirmed with SWD, the division of group discussion would be based on Council's service team, ie, Family and Community.  There would be no report-back session right after the group discussion.


                 The three foci proposed by the SC-FC was listed in paper 1b.  Mr Moses Mui recalled them to members and welcomed any comments on the draft.


                 Members' division of labour to reflect related concerns during the WAPS meeting would be as follows:

i)     設立為離異家庭的一站式專門服務

       Ms Sally Pang, Ms Eva Wong and Ms Agnes Ng

ii)    加強藥物濫用治療服務中的家庭輔導及支援

       Representative from Network on Substance Abuse Service

iii)    加強對舊區劏房及板房戶的支援

       Mr Chan Ching Wa and representative from Network on CD Service


Main concerns of different foci were shared between members.  Mr Fu Tsun Hung suggested that Council could submit the agendas to the candidates of the upcoming Election Committee.


2.2     Support Measures for Proposed Legislation (Parental Responsibility)

Mr Moses Mui reported the recommended follow up actions discussed with the Law Society of Hong Kong in the meeting held on May 31, 2016.  He highlighted that 4 working groups comprised of NGOs and lawyers were formed to follow specific subjects, including:

i)     child-focused centre;

ii)    parenting coordination;

iii)    mandatory education for separating parents;  and

iv)   maintenance board.


The Council will coordinate the sector’s views and liaise with the legal sector for joint effort in advocacy.  It was agreed that the Committee would follow up the above subjects in the coming meetings, especially on the subjects of mandatory education for parents and maintenance board.


3.    For Discussion

3.1     Advocacy on Maintenance Board

       Mr Moses Mui introduced Mr Billy Wong, Project Officer of the Family and Community Service Team to members.  Mr Wong highlighted the reference material "海外「贍養費管理局」的架構及運參考資料" which was tabled to members. Moreover, paper 2:  "設立贍養費管理局.支援單親人士需要" was sent to members for reference.  He pointed out that the arguments of paper 2 are mainly in response to government’s existing stances on the proposed maintenance board.  Hence, it was suggested to set up the Maintenance Board and to form cross-departmental committee to monitor the related support services and policy for single parent families.


       Mr Moses Mui supplemented that the recommendation on setting up maintenance board will be included in the coming Council’s annual submission to HKSAR CE.  Besides, members were noted that a research study on poverty of single parent families will be conducted by Council by end of 2016, in which the concern on maintenance will also be included.


       Members shared views on the recommendation as well as the overseas experience.  In particular, members agreed to put effort into the public education through media work with positive case illustrations.  On the other hand, members also supported to strengthen lobbying work with cases facing hardship in receiving maintenance.


3.2  LegCo Election and HKSAR CE Election

Paper 5:  香港社會服務聯會向2016 年立法會選舉參選人建議之社會發展及福利政綱-初擬 has been sent to members for discussion.


Family and community related topics were highlighted as point 5 and 6.  After discussion, members recommended the below revisions on point 6:

i)     expand the sub-heading to include all families (not only confined to working families), and

ii)    add the recommendation of setting up maintenance board.


Members also commented that the concern of welfare planning and lump sum grant review should be added in the checklist.  Mr Moses Mui will channel the views to the Council’s PRA team who is responsible for the upcoming election campaign.


Mr Moses Mui shared that the Council would organize election forum in early August 2016 and encouraged members' participation.


3.3  Consultation on the Proposed Arrangement with the Mainland on Reciprocal Recognition and Enforcement of Judgments on Matrimonial and Related Matters

The Department of Justice (DoJ) launched the public consultation regarding the proposed arrangement with the Mainland on reciprocal recognition and enforcement of judgments on matrimonial and related matters with the deadline at mid-August, 2016. 


Members shared their views on the issues.  Yet, the subject was quite complicated, thus members suggested to invite legal expert and experienced social worker to share on the subject.  On the other hand, it was suggested to approach DoJ to explore the possibility of extending the consultation deadline so that more time will be allowed for the sector to prepare the submission.

4.    For Information

4.1    Meeting with Henry Tong

Regarding the recent incidents of student suicide, the Government has formed a designated Committee consisted of officials of different government departments and various stakeholders (including school, parent, student representatives and professionals from healthcare /social welfare sectors) since March 2016. The Committee chaired by Dr Paul Yip is to examine the causes of the issue and make recommendations on appropriate preventive measures. Five focus groups were formed for in-depth discussions in different aspects (i.e. mental health, family, school, media and youth/tertiary institutions).


On July 4, 2016, representatives from the SC-FC met Dr Henry Tong, one of the 2 co-convenors of the Family Focus Group for an hour to express the following needs:

i)     strengthening family life education service by enhancing coordination;

ii)    review the current education system;

iii)    register housing and economic problem in families;

iv)   regularize the school social work service in kindergarten and primary schools;   and

v)    ensure parents' involvement in policy making process.


Ms Tammy So, as one of the members of the Family Focus Group, reported that a meeting was held afterwards on July 4 and discussion were made covering all the suggested needs mentioned by the representatives of SC-FC.  Members were noted that the final report of the Committee will be released in October 2016.


4.2     Happy Family Month Campaign

Highlights of the Happy Family Month Campaign, including the launching bus tour, all 11 district events held in May 2016 (paper 3) were sent to members for information.



Members highly appreciated the effort of the Council.  The theme of the project positive psychology was recognized by the members.  Hence, it was suggested to sustain such practice in regular basis after the project ends in January 2017 by:

i)     further media promotion in central level;

ii)     enhanced collaboration with schools;  and

iii)    joint efforts among NGOs and Council (e.g. echoed program, award scheme etc).


4.3     HKCSS Convention cum Caring Company Partnership Expo 2016

Mr Moses Mui reported that the HKCSS Convention cum Caring Company Partnership Expo 2016 was held successfully on May 10, 2016.  Members' feedback on the Convention was very positive, especially the effort on the organization by Council staff.  The suggested that such convention could be held in a regular bi-annually basis.


5.    Networks' Progress Update

The Progress Report (June - July 2016) of the Family and Community Service (paper 3) were tabled for members' information.  The items included:

i)          Follow up of Consultation on Proposed Children Proceedings (Parental Responsibility) Bill;

ii)         EM Concern Survey;  and

iii)        Sharing Session on Parental Substance Abuse.


Supplementary updates were made as following:

i)        Network on Community Development

          Mr Moses Mui reported the recent issue regarding the diversified views on terminated NLCDP resources among NGO sector and Home Affairs Bureau (HAB).  Members were noted that the NGO members had shown discontent about the handling of HAB by the collective walkout action in the NGO Forum on CD on March 7, 2016.

ii)       Further to the information of the Sharing Session on Parental Substance Abuse to be held on July 28, 2016, Ms Wendy Hon encouraged the set-up of cross-service co-operation to deal with Parental Substance Abuse and make recommendation on the basic service system.


6.    Any Other Business

Ms Agnes Ng, encouraged Committee members to participate the Graduation Ceremony of the Supportive Supervision Scheme cum Workshop on Strengths-based Common Factors Supervision:  Integrated Family & Systems Treatment Supervision  to be held on July 15, 2016.
