1.      Confirmation of Minutes of Last Meeting

The minutes of last meeting was confirmed with nil amendment.


2.      Matters Arising

2.1     Public Consultation on the Proposed Legislation to Implement the Recommendations of the Law Reform Commission Report on Child Custody and Access

2.1.1    Council's submission (paper 1.2:  香港社會服務聯會就「落實法律改革委員會《子女管養權及探視權報告書》建議-擬議法例」諮詢文件呈交勞工及福利局的意見書) was sent to members for reference.


Mr Moses Mui presented a powerpoint (paper 1.1) illustrating the background, sector involvement, overall comment, main concern in 4 areas, recommendation in 3 aspects and conclusion of the Council's work in engaging related users, NGOs as well as the Law Society of Hong Kong.  He highlighted that there were 2 focus groups organized on March 9 and 16, 2016 respectively, aimed to collect users' comment on the Consultation with the presence of government officials.


It was agreed that the follow up actions after the consultation include:

i)            Specialized service for divorced families;

ii)           Maintenance Board;  and

iii)          Public education


2.1.2    A copy of (paper 1.3:「親職協調支援服務」建議書) has been sent to members for reference.  This was the revised version of April 2014 submission: 「親職協調支援中心」建議書.  Members agreed to resubmit the proposal to Labour and Welfare Bureau (and copy to Social Welfare Department) without making major revision.


            On the other hand, it was advised to be prepared for elaborating the child-focused perspective in the future discussion with LWB.


2.1.3    Further to the Exchange Meeting with the Law Society of Hong Kong on March 9, 2016, the Committee was invited to meet again on the subject on May 31, 2016.  Mr Moses Mui would try to collect the submission of the Law Society of Hong Kong for members' reference.


2.1.4    The Committee would approach Mr Daniel Shek, Chairman of Family Council to lobby support for the advocacy of setting up Maintenance Board.


2.1.5    Members were noted that the Task Group on Parental Responsibility had been dissolved after the consultation. It was agreed that another working group with concrete terms of reference will be formed if necessary.


2.2     Welfare Agenda & Priorities Setting 2016

                 Two papers were tabled:  a) 2016 福利議題及優次-與家庭及社區服務相關之關注議題(草擬)and b) 2016年各地區福利規劃研討會-識別到的首三個福利優次項目 for members' discussion.


Members shared their views and made some in-depth discussion on each suggested foci.  Afterwards, they were prioritized as follows:

i)     設立為離異家庭的一站式專門服務

       Following the consultation, this would be put on the top priority this year.

ii)    加強藥物濫用治療服務中的家庭輔導及支援

       Concrete recommendations will be further explored with the Network on Substance Abuse Service.

iii)    加強對舊區劏房及板房戶的支援

       The need for deprived families living in poor environment were highlighted.

iv)   推廣少數族裔服務主流化

       It was highlighted that additional resources should be allocated for all Social Welfare Department units and subvented units operated by NGOs to enhance support for ethnic minority users.

v)    加強家庭生活教育

       The needs of those newly-formed and re-formed families were highlighted.

vi)  加強施虐者輔導服務

       It was highlighted that the existing Anti-violence Programs (AVP) should be reviewed.

While a wish list consisting the above six items would be compiled, the full submission with details of the top three priorities will be prepared.


                 Mr Moses Mui informed members that the WAPS forum would be held on July 20, instead of June 10, 2016.


3.    For Discussion

3.1    Best Practice Award Project Sharing

“Project BLESS” (釋心同行 - 自殺者親友支援計劃)

Mr Vincent Ng from Suicide Prevention Services was invited to share the awarded project with members.  He presented a powerpoint on the following areas:

i)      project brief, mission;

ii)    execution medium:  self-help group, international suicide victim's families care day, training programme for those having gone through suicidal action as volunteers, publication of booklets and pamphlets, social education with video clips, referring programmes and service flow improvement


4.    For Information

4.1    Happy Family Month Campaign

4.1.1    A leaflet of the Campaign had been tabled for members' information.  Mr Moses Mui briefed that with the support of SWD district offices, 11 events in different districts would be held in May 2016.


4.1.2    The cookbook of Happy Family Kitchen Movement, 快樂家庭秘笈 were distributed to members.  Besides celebrity interviews and healthy recipes, the content also included zero-time exercise.


4.1.3    Members recognized the impact of promoting family life education with concerted effort among NGO and SWD. It was suggested that regularization of such practice should be pursued even after the project ends in January 2017.


4.2    HKCSS Convention cum Caring Company Partnership Expo 2016

Mr Moses Mui reminded that the Council would host the HKCSS Convention cum Caring Company Partnership Expo 2016 on May 10, 2016.  The rundown of the Convention (paper 2.1) and the memo to members of the event (paper 2.2) were sent to members for reference.


He highlighted the background of the event that 4 concurrent sessions, C2, C3, C6 & C9 were related to family and community services.  All chairpersons of the Committee were invited to facilitate the sessions and members were encouraged to join the Convention.


5.    Networks' Progress Update

The Progress Report (April - May 2016) of the Family and Community Service (paper 3) were tabled for members' information.  The items included:

i)          Drug Seminar and Visitation;

ii)         Legislative Council Meeting on Ethnic Minorities Elderly;  and

iii)        Happy Family Kitchen Movement.


Supplementary updates were made as following:

i)        Meeting with Education Bureau was arranged to discuss the need of ethnic minorities students and parents) in kindergartens;  and

ii)       The newly appointed Commissioner for Narcotics had met with sector.

The next meeting would be held on July 6, 2016 (Wednesday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.


There being no other business, the meeting was adjourned at 5:25 pm.
